Download gapps package from opengapps.org for x86_64. unzip it, find PrebuiltGmsCore.apk and copy it to /system/priv-apps/PrebuiltGmsCore/. It worked for me. But first remove other Gms packages before.

If you want to do simple programming the included Text Editor is enough, but if you want a serious IDE I suggest you Acode (link): it has syntax highlighting, multitab, local saving and a terminal
Make sure that's the issue before you go wiping hard drives. Download "DRM Info" from the play store and double check that is the problem. You'll need L1 Widevine for playback on Netflix.
If that is the problem, I think Bliss-x86 has Widevine DRM but it's been a while since I used it. Double check on XDA before installing and wasting your time
