Yeah what you're hearing is clipping. There's not much to be done and can't really be fixed without a re-record.
Some potential tips for next time, if it's through a standard phone mic tell them not to speak directly into it or the mic could clip. You can try to use speaker phone if the environment isn't too busy. If you're using a computer or USB mic use some sort of windscreen (link to Amazon) to help protect from plosive sounds ("puh" or "buh" sounds) and too loud an input. Also if possible it might be helpful to record each voice independently, that way if one side needs post processing but the other doesn't you can do just that.

Hey! I've been searching for someone to possibly help me, and have just found your request.
I have a few short pieces of music that I would love to get 'updated'. I would say remixed, but I still want it recognizable, just new and improved, if you get my gist!? The recordings aren't the best quality, so even if they were just remastered to sound better that'd be brilliant.

The one named "Theme Tune" is the main track that I'm looking to get mixed/updated, and also the longest.
"Title Music" is a shortened version of the Theme Tune (the sound effects/voices on top aren't part of the music). However, the beginning of this shorter version should also be at the start of the "Theme tune" but is missing from it. I doubt anything can be done about this though, as it's probably impossible to remove the "Oooohaaah" sound effect in order to add it on to the beginning of the Theme Tune.
The other tacks that would need mixing alongside this are the seven tracks named Tune1 - 7. These are only 3 seconds long each, so hopefully not as much work as it may seem at first!
The music is from Takeshi's Castle, which I run a fansite for (keshiheads.co.uk), and it would be used in videos. I'd credit you in every video it is used in.

Qlab in combination with Open Sound Control
You can set Qlab to cue individual samples with the individual keys on a computer keyboard, and that would give you access to nearly a hundred unique files using an enhanced keyboard, playng with an individual key press.
Yikes. Sox'll do something with that, but you might still have the digital clicking. It's not just too fast, it's been put back together wrong. You could also try importing as RAW, but yowza that's rough.
As for you software problem... Download REAPER, then buy REAPER when you realize how amazing it is.
