"...This mod seeks to give more depth to the other (non-Exterminate) 3Xs of the game by adding additional game elements or refining the existing ones to reward players who give more strategic thought to the non-combat side of the game. Combat will still be the center point of the game, but players will find that the non-combat options available will be much more rewarding. Spying, exploring, sabotage, diplomacy, culture, and economic development have all been added or changed in innovative new ways..." - https://www.moddb.com/mods/enhanced-4x-mod

While not originally part of the goal, the mod has expanded somewhat into combat with balance changes for capitalships, improvements to antistructure cruisers, and hero units.
If this is at all reliable, it seems like the enlisted ranks were organized, and the officers were much less so. The only rank I mentioned in the story that would need to be replaced is Specialist, but I kind of like that role distinguishing from Corporal.
I'm not sure what you mean by the original website. I believe for Rebellion the mod's new "home" is on Ricks Galaxy. I'm not sure if the Moddb one is up to date.
Of course, if you can't get it working, you might also enjoy my Enhanced 4X Mod as an alternative for a base game "Enhancement Mod". I can assure you it is up to date on Moddb. https://www.moddb.com/mods/enhanced-4x-mod
Looks like the items from the collector's edition are still available, but with a caveat:
> * Please note that these items will not be shipped in a "Collector's Edition Box".
> ** Game CD Key NOT included. You must own Sins: Rebellion to purchase the Collector's Edition. Please note that these items are no longer being shipped in a "Collector's Edition Box."
So effectively, no. If you want the game, buy it on steam.
STAIII has definitely been updated for the current version of Sins and the AI plays fine on the harder difficulties. Unfortunately I think the EVE mod is no longer being maintained due to a Cease and Desist order from the owner of that IP. I'm not sure about SoGE, but SW: Interregnum is a star wars mod that has also been updated for 1.94 and is actively being developed.
Here is a guide and video on how to install Interregnum. https://www.moddb.com/mods/star-wars-interregnum/forum/thread/interregnum-technical-faqs
Note the lastest update to Rebellion 1.93 has caused a few odd glitches. You may have a better experience if you revert the game back to 1.92 for now via the steam betas tab. Unless you are interested in multiplayer of course.
If you're curious about the internal damage workings in sins, checking out the game files directly will explain heaps.
Here is a link to download the decompiled game files. Finding the different ship damage information will be pretty straight forward, however for more damage types specifically, you'll wanna look in galaxyscenariodef, it's a huge file but had what you're looking for. https://www.moddb.com/company/soase-m0dders/downloads/reference-files
Now i understand your question

Easy
SURVEY2010 is still a working discount code for 10% off the price.
If you already own Sins, you can purchase an upgrade for $30 instead of the regular list price of $40 here: http://www.sinsofasolarempire.com/upgraderebellion.aspx
This all sounds awesome. Though, pre-order price is $30. I'm pretty hesitant on that price for an expansion, when we don't have any actual details yet. :\
I'm pretty sure there isn't an API for the game, so think it will mostly be limited to reference materials. For the mod database, I was thinking of doing Xenforo Resource Manager (on a website). Something like this: https://xenforo.com/community/resources/
If there is enough demand for that then I can look into doing that as well. I was planning on doing a nice website, but wanted to tailor it to SOASE 2.
