Im not a PWS. I’m a mom. My son, who is in elementary school, is a PWS. The job advice was generic advice I got 20 years ago. I think the book was “what color is your parachute?” Rejection is par for the course while job hunting and its way harder if you’re a PWS.

If you’re passionate and authentic, you will be the better candidate. Being a PWS means that you have to deal with the assholes in Life head on, on a daily basis. You have to find that strength inside of you at a very early age because you get challenged every time you have a new interaction with a stranger. You don’t have the luxury of coasting through life. You get hit in your weakness every.single.day.

I’m a teacher. One thing I do is ask students to look inside themselves to tap into their passion, their strengths and their challenges to design their ideal lives. I’m happy to walk you (and everyone else) through the process. It changed my life as well. It takes a few weeks to do the process.

I think your case boils down to Giving too much of importance to the "Way you Speak". I have been stuttering from last 26 years. But until recently my daughter started to stutter and I was devastated. I took my stutter very seriously and did a thorough study on the topic for 4 moths. What I came up with a PATTERN that most people who stutters follow. I then devised a technique to attack the PATTERN and got amazing results. I’m reading a book right now. It’s the only book / psychology I’ve ever related too with stuttering. I heard about it on here. It’s nice seeing a large group of people beat stuttering and that’s exactly what I want at this point in my life. The book’s views are not outlandish at all. It’s ideas, techniques, and tasks focused on retraining your brain (all in positive ways). I love it so far and I heard about it on here.

I’m in my thirties and my stutter started getting much worse (all fear/anxiety in my head). Then I found this book and all the good reviews. It’s helped a lot. It’s nothing crazy, but he’s really passionate about fluency and betterment of your mental state.
How to stop stuttering and love speaking by Lee Lovett. Somebody in this sub suggested it to me and I bought it on eBay used. I’m at the point where I’m willing to work hard to get better at fluency.

It's really commendable that you're worried about losing out on learning. Also I think it's a valid concern, since I've seen quite a few jobs advertised in Wales that state the applicant "must be fluent in English and Welsh".
Why not check out Duolingo for Welsh? https://www.duolingo.com/course/cy/en/Learn-Welsh-Online It's a really great resource, and it means you can learn the basics of the language on your own at home. It's quite fun too.
I would recommend you to read https://www.amazon.com/Stuttering-and-Anxiety-Self-Cures/dp/B0741NXK8G . That book have lots of examples where you don't need to inhale and talk more smoothly.
Hi I have taken IELTS recently and although my stutter is pretty bad usually I managed to go through the speaking part fluently. I gotta say the guy was super profesional even giving me hints with hands when I spoke for too long which was perfect. In the end I got 8.0 from speaking, can you imagine that? :D
If you are nervous about your speaking part why dont you try some of the great lecturers on Preply I bought a few lectures there for a really great price as my lecturer was from South Africa and I think it really helped me in the speaking part as I was prepared for the challenge and was not scared of the english itself.
Also as much as I dont like to use my stutter as an excuse, it might be wise to consult some people from IELTS/TOEFL administration about your issue as I believe you should be given some concession i.e more time and also your stutter will be then accounted with and should not be used against you. So if you have to get some super high score I would recommend you to use this path.
