UTC is fixed and never changes - that current time in Chicago does change twice a year.
Right now you are UTC- 5 after Nov 7th you will be UTC -6 again. Not every country uses daylight savings and not everyone that uses it changes on the same dates.

Pokemon Go PvP is 3 on 3 singles. It's real-time, unlike the main series which uses turns (technically PoGo has 0.5sec turns, but that's another story haha). In 1 on 1 series, it's pretty easy to work out which pokemon will win, which is the basis that the team builder uses as to whether one pokemon has a good or bad matchup against another pokemon.

If you do chose to play around with tensorflow, try installing it through Anaconda instead of pip - apparently this implementation is faster. If you want the GPU acceleration, there's a lot of other things you have to download too. (it's been awhile since I did it... but there are steps online which are fairly straightforward)
