There are two types of ways AdBlock will block ads and these are done in tandem.
The first is to completely ignore the address of the ad server.
That is to say, if a site is requesting from DFP, then the browser will not make the request at all. This behavior may be observed by opening Fiddler with and without Adblock and going to most any site with ads.
The second way it may block ads is by element hiding.
On some pages the ads are self-hosted instead of hosting through an ad server. This means there may be a div on the page which returns an image.
AdBlock will remove the div on page.
In addition to this it may also detect and remove div's with certain sizes such as 728x90 and 300x250. For example div of size 300x250 will simply be removed from the DOM (document object model, or the page itself). This usually results in content shifting around the removed div and the user having no indication that an advertisement should be on the site in the first place.

To alleviate AdBlock there are various options available to Publishers, my favourite is to have the server request the ad and render it on page as if it is self hosted with a div @ 100% width/height. However, some adservers will block that many requests at once.
Edit - Just realized I didn't actually answer your question. The answer is no, the impression is not counted as AdBlock will not even load the address. It is simply blocked from being requests and, on most sites, the containing div is removed.

Mobile web will be unaffected, but mobile app is a bit of a mess. It seems clear that creative will need to be secure (to the extra stringent standards imposed by Apple -- the ordinary SSL test that suffices elsewhere is not adeuqate!), but the necessity of security for the landing page seems to depend on whether the landing page is loaded in a webview in the app (secure required) or in the native browser (non-secure OK).
For our own DSP, since there is no clear way for us to confidently understand the requirements based on what we see in bid requests today, we will simply block iOS 9 in-app secure bid requests until a clear path forward becomes available.
Realistically though, my guess is that every app developer, not wanting to cripple the ad revenue coming in, will elect to disable the new security requirements, as dugateau points out. Nobody's really ready for handling this robustly, and I know that several exchanges/SSPs have simply provided instructions on how to disable this feature.
I also anticipate that with the next major iOS version, there's some chance that Apple will force the matter, so its probably good we get this sorted now as an industry!

I use https://goaccess.io/ alot. You'll need to understand YOUR data and how to pipe it exactly the way you want it but once you do goaccess can be an invaluable tool to peek into your data for answers to various questions (who, what, where, when). The "why" are usually bots and script kiddies.

Just checked it out. Very curious. The controversy here isn't that people are possibly visiting the site from China or Chinese IPs it's that these publishers are potentially buying clicks - or paying a third-party that may or may not reside in China to click on ads. How the ban and this play together I have no idea. Like yourself, I can only speculate.
At first thought: there's no way someone is this ... silly to think they could get away with it. With so many third-party tags going to the site, someone (read: pretty much everyone) is tracking this (as evident by the various articles).

We use Rackspace. They're not the cheapest, but they are quality. I'm not a developer, so I don't know the technical details, but from what I've absorbed they are pretty much the best in the business.

Chrome will "intelligently pause" Flash content that is not “central to the webpage.” We can only guess how Google will determine what is not central to a page. My guess is that any Flash with the dimensions of the usual ad sizes (300x250, 160x600, 120x600, 728x90) will be paused. From my experiences, all ad sizes have been paused except for odd billboard sizes, auto-expand ads like pushdowns, and overlays...all ads that have unique sizes or start as a 1x1 when contracted.

In a way, yes and no. Part of the argument is, that it's almost impossible to properly explain everything that's going on in RTB in order for a data subject to give informed consent. Apart from that, take a look what are they offering besides that - in terms of products, optimization, support, reporting etc. Somebody before me mentioned to check ads.txt of your competitors - I think this is a good idea. If you are not sure of your competition you can check https://www.similarweb.com/ - type in your website and it will show your competition.
Try to check the G2 listing out https://www.g2.com/categories/ad-network There are a lot of reviews, ratings, etc. And you can request a demo if you need it.
There are a lot of websites that compare DSPs and can do a better job than me on listing capabilities, G2 for example (https://www.g2.com/categories/demand-side-platform-dsp). As of strategy, what worked for us probably won't be the same for you, since they are different products and different countries.

Especially on the international side, I'd be concerned about who has local services (is there a language barrier at the client?), as DMP integrations are often quite complex. I don't think you'll find a tremendous difference between the core capabilities, so it's going to come down to service / price, and perhaps the most meaningful difference - do you want to sell data (Lotame and BlueKai have data products, Krux does not to my knowledge)?
we (a publisher) already have their pixel down on our page so we are (theoretically) already included in rankings when advertisers look at comScore data. I wanted to know if anyone has found that, as a publisher, you are NOT being listed or being listed IMPROPERLY because you aren't paying comScore to see your data.

There's a nifty little chrome extension called "What Runs" that can give you a real nice snapshot of whats going on behind the scenes.
Its can tell you tag managers, js frameworks, ad servers, fonts, etc. without uaving to dig through code.
Thats what I was thinking too. Looks like there is some laundering between the sites. Or is it possible to launder traffic through FB? Based on their content I just find it hard to believe that many people click through from their FB page.
Also look at their bounce rate vs other people in their category. Sites like Food Network and Epicurious have a 60%+ bounce rate. These guys with their content are at 36%?

Yes, it's a known type of malicious ad referred to as "auto-scroll ads" and can be identified and blocked by services like GeoEdge ADd Integrity. Generally, these ads are removed by the DSP by the time we've reported them, so there is a good chance it's already been removed. I recently had a first/last attribution solution implemented that may work for you. Its not cross domain but im sure it can be easily made to work for that as well.
On first visit save all the tracking info and UTM parameters as well as unique ID to a cookie thats available to all properties. Initial LP / Initial referrer (never gets overwritten), all UTMs, page paths (as visitor browsers the site) and then last referrer / last LP for future visits.
This cookie will always be available to send all this data as well as identification info (once lead/registration forms are filled) etc to segment.com. Have segment then send specific data as user properties to any other destinations or tools that you want like mixpanel and GA or your CRM.

Yep, indeed you can set up a proxy, this is totally free. There are some softwares like TunnelBear that help you set up though its limit is 500 mb. You can also google free proxy servers and then go on the navigator's settings and edit that so that only the browser you're using navigates through proxy. I work for an Advertising company so we use proxy conection very frequently. We pay for this VPN service, but that's a matter of choice.
