RFtools dimensions is definitely the fastest way to get absurd amounts of resources. For some things you'd want ore (lapis, redstone, quartz + certus quartz.) For others you'd want blocks. (Emerald, diamond, gold.) The builder block can be used to quarry out the RFtools dimensions but you could just use a SS Alfsteel AIOT or something similar to mine it out. You probably want the cubes feature, and make sure it isn't the hollow ones.

It's just so odd, a freedos, so called "desktop pc" with a no name quad core cpu, 4gb of ddr3 ram and a 1tb hard drive in 2016 (when this pc was originally manufactured).. i have never ever seen anything like this before coming the west.
Since it's from a third world country, i think the FreeDOS on those kind of pcs is a way for HP to cut down a lot on the prices on brand new office pcs for large developing markets like India, China and maybe some parts of South-East Asia, where piracy is everywhere in daily life and taken as normal and nobody is going to pay for the operating system anyway (and will just install something like a pirated version of windows xp or 7) so it's not worth their time to install something like Linux, when FreeDOS takes like no space and is very very easy to mass install on a huge amount of PCs, and the pc will still technically "work" right out of the box. The cpu in question seems to be like a bootleg version of the insanely crappy lowest of the low end office celerons we have in the west, with even less power consumption. Just my guesses and speculation of course, like i said, i have never seen anything like this before
I repeat OP, do not waste your money on this! Save up more money if needed and look for a used proper desktop pc or build one from used parts.
Look out for Sponge Server but is not out for new MC versions, and has some issues.
