Depending on your phone, you can change your plan to mostly use skype/wifi. I only pay $25 about every three months. My phone's more of an emergency phone now. The rest is done using library wifi.

If she's working as an escort, she's technically not making any real money, and is likely eligible for medicaid, food stamps, and probably some programs designed to get escorts off the streets and into more stable employment.
If her addiction is unassailable, she might be able to check herself into inpatient services, which usually will help you, regardless of your ability pay. However, if she is able to get on medicaid (if at all possible, get her to do this TODAY, if you live in the US, because it is THE LAST DAY you can and have it be ready for you on the 1st of January.). Once she is on medicaid, she can get a lot of help, without a lot of bills.

I think introducing both of you to Dave Ramsey (Look up his name on Youtube) and buying one book, The Total Money Makeover, just say "Mom I want you to read this book, and I love you and want to help you get your cats in good health, and we should start this together. " Then look up Financial Peace University and go together. If that doesn't change her habits, with loving pressure put on her by you keeping a firm boundary on her, possibly nothing will. She needs to know that there are consequences for her actions, and Dave teaches them well. Like...wow. Start on Youtube and you'll see what I mean, give it about 10 videos.

I'm not anti-police but I have the trust bo one policy now. Please don't keep the keys I. The ignition. That's a Hassle you don't need. Body cams can clearly show you removing a key/fob from around your neck. I would use a bright colored lanyard. I would just attach your ID and keys to it at night so you can give both to police if they hassle you. Something like this might be ideal for you. Craigslist and Air BNB have loads of places you can rent temporarily. I have terrible credit, and knew I wouldn't be able to pass a credit check on a full lease. Fortunately, I found someone who was studying abroad for six months, and I leased her room until she got back. I should also mention that I had all of $600 to my name, and I didn't have to pay a security deposit or last months rent with the sublet.
Renting just a room is a lot cheaper than renting a whole place. You also don't have to find roommates... they're already there. This can also enable you to build a renters history for future places. Finding something cheaper than you can afford will allow you to pay off some of the outstanding debts your mother accrued in your name.
It can be scary to live with people you don't know, but it can also be rewarding. I made sure to meet the roommates first, and we turned out to be great friends. Just be careful, and you'll be all right.
Not having a driver's license is a huge disadvantage. Make getting one your first priority.

A lot of friction at home can be reduced by making sure you are contributing to the family. This means do the dishes, run the vacuum, carry out the trash, moved the trash barrels to the curb on trash day and put them back after they are dumped, mow the lawn or shovel the snow. These are all adult things and you want your parents to feel you are an adult partner and not a dependent child.
Learn to cook and bake. This is a life skill you will need until the day you die. Try all kinds of recipes. This will give you control over what you eat and everyone likes to eat good food.
Make a shopping list every week and discuss meal prep with your family.
Offer to help with the bill paying. Keeping things organized and bills paid on time.
If you do these things I am sure you will find the home environment start to relax.

Not sure what kind of car you have but try a non-inflatable backseat mattress (example link below) The inflatable ones are crap. For cooking, get a $10 Coleman propane stove. Also, you can usually BBQ at parks, I usually cook using tin foil, works beautifully, but the little Coleman stove is much better because you can cook almost anywhere. Get solar lanterns, but do your research, some are good some suck. Charging your stuff can be tricky, but you can use a small solar panel charger and it will work. I have also charged a portable battery at Starbucks and it lasts me all week, but I’m just charging my phone.
For where to park, this varies wildly depending on where you live. If you are tidy and incognito enough, you can pretty much park anywhere. I’ve stayed in my office’s parking garage but it meant remaining very quiet and never exiting the car unless I was outside the parking garage so that’s not realistic for everyone. Some cities have safe parking places that are meant for car sleeping. Otherwise just look for a place that’s out of the way, or try a Walmart parking lot
There are some thin money belts you can probably find at dollar stores (they look like this, I keep seeing a bunch of different names for them and I don't know which one is right :P). Motels much safer than hostels and shelters, especially since you'll probably have a key of some sort, but it could ease your mind to carry any money you might have on you in a hidden way (like, have the food money in a regular pocket or on hand and anything else in the belt under your clothing).
