When the weather is warm, I have a dry fit one that fits around the ears. I had made it though, so I have idea where to get one. Our dogs definitely slow down in warm weather tho, so it’s easier to keep them clean.

My basset hound had a terrible skin infection like that he would scratch at until he bled. This worked wonders - just use it like a regular shampoo every few days and leave it on the coat to soak in for a few minutes, then wash off. It definitely works. Plus it's pretty cheap.

I've been dealing with head shaking for months now. It's not a very urgent thing, but you should call the vet because it might be a long road. It might be an early sign of food allergies (even if her digestion has been good). Is her belly red? Does she chew her paws? does she have eye goop in the mornings? All of those could be other signs of allergies. They might still be seasonal allergies, but seasonal allergies are less common (not impossible) in the winter because most things aren't germinating.
When all of this started for us, the vet put a strong ear cleanser called Claro in his ears and told me not to put anything else in them for a month. When the head shaking didn't stop, he went on Zyrtec (Costco brand - name brand Zyrtec is like 20x more expensive). The head shaking still didn't stop, so we went on an elimination diet. The head shaking kinda-sorta got a little bit better, but then his digestion deteriorated for which he's had three fecal tests in 4 months. Now we're getting set to do a blood test to see if there's another reason why his digestion may have gotten bad.
His momma also has itchy ears, so the breeder suggested VetOrganics EcoEars. It's pretty good at removing the itch. The Zymox with hydrocortisone should only be used for short stints because it's a corticosteroid and could lead to kidney problems. There is a Zymox without the hydrocortisone that can be used for longer.
My dogs have brushed against my mounted cat scratchers a few times. They're a bit too coarse for their liking, but something like this could be a good starting point
In my basset hounds later years, moving about was becoming difficult but feeding her this helped. So I would suggest looking at Flips diet. See what can change that would be best for him. Good luck.

-hand feed or pet them during some of their meals. Bassets can be food aggressive/prone to resource guarding. They also eat way too fast (or at least mine do) so consider a slow feeder bowl in the near future.
-it’s not uncommon that they have sensitive stomachs. My 5 month old girl has GERD. Since we got her we’ve fed three meals per day rather than two. She will literally vomit stomach acid if it’s been too long in between meals
-SCENT. GAMES. I bought these and hid treats under at least half of them after scattering them around the house. Be careful doing this too often because they figure out how to lift up the cone pretty quick.
-they can be stubborn but if you bribe them with treats from the start, they’ll be more open to listening to you
-when it comes to potty training or learning commands, a see a lot of people (not necessarily on here but definitely on facebook) throw up their hands and not really try because bassets have a reputation for being stubborn. My advice: train them like you would a lab or retriever, like any other dog. They might be a bit slow on the uptake at first but don’t just throw in the towel because they’re a basset hound.

Too tight? Bassethound necks are pretty hard to find a good collar that won't come off.

this is what I have for my basset mix. It attaches is the front, so she does walk over it sometimes, but for walking, its fantastic. The harness squeezes her front legs together when she pulls, so its a great deterrence.
