My father in law is an excellent carpenter and wood craftsman. We have a rectangle shaped dog bed from AMAZON, so he built a base with legs (out of scrap material he had laying around) that is the same dimensions of the bed, with legs that match the height of the sill.

I have a recommendation! There are these faux sheepskin toys on Amazon, we got my beagle one on sale to begin with, and it took him months to go through. And he loves them. He just sits and gnaws at it most of the time, but he has also tossed them around and played tug with them.
Now, he did eventually get through it, but it took a long, long time. We have 2 whole ones and one torn one right now. It comes in different shapes and sizes. We started with the bone, but got a man and a ball too.

Beagles will almost always eat cat, and deer poop.
The ONLY way to stop is it to make it inaccessible. Put the liter box on something out of reach of the beagle. Think dresser. Or get a piece of furniture that lets the cat get in but too small for the beagle to get into.

I went on a harness hunt about 2 yrs ago for the same reason. My (now 5) beagle girl could houdini out of every harness and even some collars. I recently got this one for both of my pups. It's not the greatest looking, but it is super easy to put on... Velcro wrap around the neck and the belly. It has a removable fleece liner which I use separately for cold but not freezing days. The outer puffer coat is fine for the freezing days.

It's a tricky one with hounds, because the scent is so rewarding you'll need to be careful how much your practice recall from scent so you don't create too much conflict. If you only call sway from things they enjoy that will be a negative association. Its s fine line.

Would a suitical work instead of a cone? I linked to the one I have and use, it's much better than a cone, we got when he had to have a kidney taken out and it didn't affect the healing on the sutures. As far as making her rest, see how it goes, you're not even 24 hours from surgery the anesthetics or post surgery pain killers may not have worn off yet so she may not be feeling the pain. Mine had back surgery and jumped on the couch when we brought him home because he wasn't feeling feeling the pain yet. The next day however he started feeling it and rested more. What I did when he was having a lot of energy after surgery was walk him up and down our block because he'd have a burst of energy and then it would burn out pretty fast, as soon as he started getting tired we were right by home and he could go rest.

About 8 yrs ago, when I adopted rescued former laboratory Beagles, I bought this harness. My heftier girl (who passed away in September) tried to pull out of the harness, so I liked this design. Just passing along info in case it helps.
I use the Gooby harness. My girl is 32 pounds, and it fits like a dream and tightens when she puts strain on the leash.

I've never heard of treats contributing to hair loss! I have read and been told by vets that fear/anxiety/stress can cause hair loss. And many of my various animals over the years have shed like crazy on a trip to the vet.
I cover the entire back seat with a blanket or sheet. There are covers you can buy that hook over the headrests but I never tried any of them. I give them a really good brushing (best brush I ever found is the Kong Zoom and Groom https://www.amazon.com/Kong-Groom-Brush-massage-removing/dp/B01ARX4LRC/ref=sr_1_1?keywords=kong+zoom+and+groom&qid=1636641137&sr=8-1 ). The hardest thing for me was just having to accept that my car would never, ever be spotless again!
You need to be letting him out every hour or 90 minutes max if you're at home. Ring the bell before putting a leash on or letting the dog into the yard. 4 hours is setting the dog up for failure. There's no reason to be "testing" the dog after a month, since you said he had trauma, lived outdoors and no one ever trained him.
Do obedience training with him in 15 minute sessions twice a day. He'll understand that pleasing you and making you happy is beneficial to him. Then after your have consistent performance, extend the time between breaks and keep the bell ringing. You can't expect a dog to read your mind and perform in the way you want him to without completely starting from scratch. The love and providing shelter and food helps some, but it doesn't translate into an obedient housebroken dog.

I’ve seen some people use a leash that attaches to BOTH the dog’s collar and harness.
Like this leash with 2 connection points (idk if they sell the leash separate or not?): Link. Instead of having the leash connect to 2 points on the harness, have one connect to the collar.
There’s also a diy version, I follow an Instagram account of this couple who rescues obese beagles and they take lots of walks lol. Here it is in action: Obese Beagle. In one of the comments, they explain it’s just a regular leash with one side clipped to the harness and an additional carabiner on the handle side that attaches to the collar. So even if she does (or rather when she does, lol), you still at least have the collar as a backup

My first thought was that an apartment would be exhausting for potty training, unless you’re on the first floor. Sounds like you’ll get that out of the way at your parents’ place. The only other apartment concern I would have is the beagle bark! Ours is quite vocal 😂 but I’d say the majority of that occurs outside. We have a clicker (not a shocker) that usually quiets him.

I use something like this for my beagle mutt. He chewed threw one that had thinner straps on the sides, but if you have heavy duty thick sides its harder for them to chew through, and it doesn't pull on their neck and choke them :)
I gave my girl this one. It pretty much doubled the amount of time it takes my pup to finish her meal.

With wood fences, we nailed plastic insulators. On chain link I zip tied the insulators to the posts. For the flower beds, I strung wire around PVC pipe that I drove into the ground. You could probably also use wooden stakes.

I ordered this harness from Amazon. Only $15 and it's held up for almost a year now. I ordered a small and it fits Trixie perfectly with plenty of room to go smaller or bigger. Has a back clip and a chest clip so you can pick which one you'd rather use.
Hope it helps. I feel your pain. Finding the right combo may take a lot of trial and error and will be frustrating in the beginning as beagles can be very stubborn, but it's better for everyone in the long run.
Dogs have an incredible capacity for sleep and mine will sleep for 10 hours straight once she's settled down, so it's just a matter of getting him past that initial shock.
We use a webcam to watch and check in when we're not around and it's still helpful all these years later to figure out how to tweak things as her temperament changes. Neutering only helps with sexual aggression, and nothing else.
What you are experiencing is resource guarding, which won't be solved with neutering. I highly suggest Jean Donaldson's "Mine!". You want to offer a trade if you need to take something away from him. Better yet is if he'll willingly bring it to you. But the things you offer him must be higher value to him than what he has, or the trade will not work. I usually offer cheese or hotdogs or some other edible reward for a food-motivated beagle, as that will almost always be worth it for them. Some dogs can also be willing to trade for a beloved toy, but I wouldn't count on that being as high value as something he's gotten from the trash.

I have three beagles. They have gotten better, but I still can't get a dog pillow to last more than a month or so. I bought one of these beds about a month ago and not so much as a scratch on it.
