Giving your cat a good place to scratch is important. It can help mark territory, stretch their muscles, trim their claws. A mat that moves when they scratch won't do. Yes, you have to clean all the cardboard shavings, but my cats will scratch these and not our nice furniture now. I use command strips and hang these on the wall near where they were and they are great! Use the nip to attract him.
even with a door, my cats get litter everywhere without regular cleaning daily. the only thing I haven't tried is using wood pellet style litter. I noticed they used that stuff in the animal shelter I used to go to. It's not as good odor wise but maybe a small layer of regular litter on the bottom might help?

Teach him to like to be brushed (after trying many brushes the best is a slicker brush) and to like to have nails trimmed (I recommend this style https://www.amazon.com/JW-Pet-GripSoft-Clippers-Non-Slip/dp/B0002DK09G). Start touching his paws. Don't let him get to be overweight!

I had crazy allergies too when I first got my cat Roo. You do eventually build up an immunity, but to be fair it took me months and I was even considering seeing an allergist for shots.

See your doctor for allergy prescriptions or an allergist if you want to take the shot route. Other than that it'll definitely go away.

My cat used to to beg constantly between meals. He does better now that we feed him with a toy that dispenses just a few pieces of food at a time. He has to play with it to get the food out, which allows him to feed himself on demand, but also keeps him from overeating. When his laziness exceeds his hunger, he stops eating on his own, and as long as we keep it full, he doesn’t wake us up at stupid o’clock in the morning. I found it on Amazon. I bought a cheap ceramic casserole dish to put it in, so there wouldn’t’ be a mess, and he bats it around in there whenever he wants a snack.
Consider homii water fountain. It's like $30 on Amazon and filters the water. Most cats love that, trust meh.

A) DO NOT SPRAY KITTY WITH CHLORINE! OR ANY OTHER HOUSEHOLD CLEANER! This is bad. This is abuse. This is people take the kitty away before the kitty dies bad. Cats will lick stuff of their fur. So if you wouldn't drink it, don't spray it on your cat.
B) Do:
Spray kitty with water while verbalizing a sharp 'NO' every time he/she gets on the counter.
At night, remove everything edible or enticing off the counter. Once he/she is fully trained, you can skip this step.
Offer other 'high' human approved places. If you have dogs or other animals, they are going to try and go up high. If they don't have human approved places, they will go where you don't want them to go. I have cat trees in place for this.
Try putting tin foil on the counter top.
Upside down (glue up) clear tape (not the packing kind) can also help to teach the lesson when you are not around.
Think about buying a motion activated harmless spray to keep the cat away from the counter. I like the SSSCat Cat Training Aid myself.
I've heard that with really stubborn cats, the ScatMat can be effective. But I would try all other options first.
Everyone in your house has to be consistent and constant in their training of the cat. I like to tell people that dogs hear the word no when doing something and never do that thing again. Cats hear the word no, sit back and think about their options. Maybe they just meant no in this one square inch of space around me? What if I shift slightly to the left? You have to exhaust all possible options before the cat gives in and accepts no to mean 'no, not here, not anywhere'.
