Sorry no one replied to this already, I've been meaning to help you with this, especially if you haven't already solved your problem. What you had to do was port the elements from the SubAction FinalStart to Project M's FitSonic.pac. I've already done this for you and tested it and it works well. Enjoy.

You can find any files from the original brawl data partition here. You're just going to have to navigate through the folders to get what you want. Hope this helps!
lmfao that picture xD Anyway, as for the cape solution, I'll definitely give it a go if I can, but my current issue is that loading in image textures does absolutely nothing. So if I showed you my progress right now, you'd only have a white blob that looks like marth :\
So then I tried using the transparency nodes a try and those didn't work either. I'll head back to blender and try once more to see if I can get anything working and try to link you a picture of my progress.

Alright so I was able to replace the gun, the issue is that it goes over Snake's file size limit on his FitSnakeMotionEtc. So, you will need to delete some stuff or edit some pictures from FitSnakeMotionEtc in order to make everything work. If it goes over the file size limit, it will freeze your game when you select a stage.
Oops, got my SD card software mixed up.
paint.net is a free program I use that's relatively easy to learn. Just open a stage icon with it, copy the border template, paste it into a new layer over the stage icon (ctrl+shift+v), and flatten the image (ctrl+shift+f)

Edit: I was looking at the files for Entei and Suicune and they seem to work just like Dialga and the others work on spear pillar. I uploaded them here. I don't really know how transferring models work, but maybe you can take a look at it and see what you think.
If I remember correctly you would edit all the names just like you said then you have to change the value for the amount of costumes in the ui_character_db.bin file(should be in the param folder) with Parameters.exe
Edit: you would find the correct entryid for the character and then change the value of row 7 to however many costumes you want
