The downside? The popularity of open source tools that do a great job become a target for intel agencies in the world to try and slip hooks into.

There is constant effort to develop tools to collect intelligence as an expected and necessary function of all governments. The more popular the program the highest likelihood of targeting. Without delving into ideals this is recognition of what-is.
From that basis, I tend to regard security as an illusion. We are always compromised. Early in internet history I came across argument to this effect. The best we can do for some security is to be a bit tougher to crack than the next guy. The common wide spread approaches will keep moving and attend to the softer targets with no locks on their door. There is security in being a ghost behind the scenes. With sufficient motivation, no one is secure.
VLC is great, and free, and with that popularity is an irresistible target. I've wandered off topic from that main point. :)

To answer your original question, trade nodes were changed for balance purposes. I believe the North Sea -> Channel node connection specifically was broken because the Channel node was laughably overpowered in previous versions of the mod. In my experience, England [especially a player England] was able to easily dominate both the North Sea and Channel node which gave them a very large income from trade; Denmark and Friesland couldn't compete in the North Sea due to the amount of trade power England had in Scotland, North England, and Ireland, and England could send huge amounts of trade power upstream from the Channel node. It was pretty damn overpowered and I'm not surprised the connection was broken. Since EU4's trade mechanics are so blatantly nonsensical to begin with, the MEIOU modders likely don't particularly see an issue with having nodes either not have or have connections where one might think such connections should or should not exist, respectively.

the easiest fix is just to edit your save to get rid of the disaster. First get notepad++ then open your save with notepad++. hit ctrl+f search for "human=yes". once you're at human=yes then search for "disaster_" there should be a disaster_progress and disaster_started. the first should have a lot of 0.000's, find the entry that's 100.000 and change it to 0.000, the next should have lots of 0's find the entry that has a 1 and change it to 0. save your save file and you won't have the disaster anymore

This can be found in the primary config JSON file. That will destroy any enemy mechs on CT destruction. I'm unsure if that also applies to player mechs, or if that is a separate setting. I'm trying to find the post about it on the official forum.
Edit: To clarify the above, this value determines whether a mech that has suffered Center Torso destruction will drop any parts. By default, a mech will always drop at least one part. The value is a float, which means you can set it to fractional values between 0 and 1. For example, setting it to 0.5 would give you a 50/50 chance of a cored (CT destroyed) mech dropping a part.
On Windows, go to \Steam\steamapps\common\XCOM 2\XComGame\Config and open the file XComGameCore.ini using Notepad++ or a similar text editor. Then search for the line
[XComGame.XComWorldData] EnableThreadedWorldDataBuild=true
and change it to 'false'. This will increase loading times, but reduce instances of LOS not working correctly. On console, there's no workaround, but that config option was added by the developers in I believe the last patch, which indicates that they are likely aware of the issue and may be working on solving it.
Notepad++: This probably belongs in the technical section but w/e. It's pretty much the Notepad windows program, but it allows you to save your documents in almost any text-based format. I use it all the time at uni for coding in C/C++, and it also changes the appareance of the words in the code depending on the language.(Words like if/else/while/do show up in blue when coding with C/C++)
You have not used NP++ if that's all you take away. It can open a bunch of files in the same instance, it can record macros, it supports regular expressions for search and replace, it can change the encoding of your files, you can use plugins which can be used to edit files straight on an FTP server or which make sure XML-files are formatted correctly upon saving. And of course the feature you described is called syntax highlighting which makes it easier to find missing quotation marks and parentheses.

People are already making free software called Unitale that allows you to edit it with a script instead of coding the engine from scratch yourself. That's massively generous already. A dll is a library of code which executables can use and execute. It's entirely possible to create your own dll that can execute any code you want. I suggest when downloading something from some weird site (which I wouldn't do to begin with) to scan them with Malwarebytes. The free version won't scan automagically, so you'll have to tell it to manually.

Using the existing SMSes, create new fake texts. The type field is 1 or 2, one being a received message and 2 being a sent message. The date_sent is in a unix timestamp format - you can find converters online. readable_date is obvious. body is the text content.
Save the file, replace the original one you made
Restore with the app, and it should inject your fake messages with timestamps into your SMS app.

No worries. If you're on PC and have Reddit Enhancement Suite, it adds a "source" button on every comment, and if you click that it'll give you the pre-formatted text which you could copy over to your comment, so you don't have to reformat it all yourself.
Also if you're not aware, some text editors will let you do Column Editing (idk if that's the official term for it, but that's what Notepad++ apparently calls it). If you hold 'alt' and click and drag with the mouse, or hold 'shift+alt' and use the arrow keys, you can highlight across multiple lines and add/edit/delete the same thing across these lines. I'm probably massacring the explanation for it (the gif in the link will probably convey the idea much better), but it helped me go back and easily add in the additional spaces without having to do it line by line. It comes in super handy in programming, so just an FYI if you don't know about it.

The way attachment nodes work has changed with KSP version 1.0. Unfortunately Bobcat has abandoned his mods. But you can manually fix that.
Open the config file for the broken part, for example:

in your favorite text editor, I can recommend Notepad++ if you use windows but notepad is also ok (don't use Word or LibreOffice).
Now change the fifth value from
node_stack_bottom = 0.0, -7.3, 0.0, 0.0, 1.0, 0.0

it determines the orientation of the node. Only change the value when the node is really flipped, if the upper node "node_stack_top" for example works as expected don't change the value. Unfortunately you will have to do this for all broken parts in the mod folder.
Good question. The process requires a little of bit of data-mashing, as the phonotactic analyser requires the language to be in IPA. (It's like that because it needs to know what is a vowel and what's a consonant, and the Roman alphabet is just waaaay to inconsistent with that kind of stuff across languages to use spelling. Also it would be effectively useless for any foreign script.)
You need to take a sample of words in your target language, replace all the orthography symbols (spelling) with their IPA symbols. This obviously requires knowing how the target language’s spelling maps to its sounds. You can do this in Notepad using the Find and Replace feature. I recommend using Notepad++. You may need to be aware of the order that you do this in, same way when going in the opposite direction. You may need to be aware of capitals, depending on your sample of text. You may also need to be aware of punctuation symbols. Find an Replace these with nothing.
Your sample text goes in the "or analyse word structure of your own language" part. The samples texts for the default languages were the top most frequent words in that language. Anything from the top 100 to 300 words should actually give you a pretty good sample, since they probably account for 75% to 85% of the language. Failing this, you might just have to go to Irish Wikipedia and take a random sample of text. Checking Control Phonemes Frequencies will give you the actual distribution of the sounds, which should in theory make it more accurate.
Then you have to reverse the IPA back into spelling in Vulgar’s settings, or come up with your own spelling.
This is why I haven’t done it for every language. Heh..
Soldier aim isn't really changed, though? Cover is a bit more valuable (providing 30/45 Defence instead of 20/40), but that benefits you as well - really, it benefits you more than the aliens, because XCOM has much greater access to cover destroying abilities.
If you do want to change that back, though, you go to Steam\steamapps\workshop\content\268500\844674609\Config and open XComGameCore.ini in Notepad++ or a similar text editor, then go to line 713 (or search for 'LOW_COVER_BONUS') and you can change the values there.

Until then, you can make manual edits. On the song list, click on the new folder icon next to the song you want to edit. That will open up the song data folder in your system's file manager. Edit the Info.dat file in a text editor. I recommend using either Visual Studio Code on any system, or Nodepad++ for Windows and BBEdit for macOS. Do not use Notepad.
The Info.dat file is in JSON format. You probably want to edit the lines "_songName" and "_songAuthorName". Don't touch any of the other lines. Once you re-sync the songs, you should see the cleaned up format in the game.

You can use any text editor to write HTML and CSS files, as long as you save them with the correct formats (.html and .css, .htm will also work). A popular one is Notepad++.
If you buy a domain through a popular site like godaddy or namecheap, you can also choose to have them host the site for you. If you do so, then adding your html/css/JS files there through their control panel will be fairly self explanatory.
However, to explain it deeper, a server that's set up to serve a website has a document root. For a Linux server running apache, the document root can be found at /var/www/html. For windows running IIS (Internet Information Services) the physical location of the document root is usually c:\Inetpub\wwwroot. The docroot is the root directory of all the web servers files. This is where you would place index.html (the home page) along with any other pages. Maybe you'd have about.html, blog.html etc. You'd also create a folder named css, and place any css in there, which is linked in the <head> of your HTML with
<link rel="stylesheet" type="text/css" href="css/filename.css">
Note that you don't HAVE to even create a css folder to place your CSS files in. It just helps keep it organized. If you didn't, then instead of linking your CSS files with a path like href="css/filename.css", you would just make it href="filename.css" if the filename.css file is located right in the document root, instead of a designated css folder.
At that point, if you purchased a domain and set up an A record to the IP address of the server you're using to host the site, it would display the index.html file located in the document root, as long as IIS (if windows) or apache if linux has been configured/installed correctly.
On Win7 64 bit I'm finding the tail function to be a little frustrating. I'm monitoring my local apache log and it's updating sporadically, sometimes not at all (I'll hit a page and npp will never update until I reload the log file, or sometimes only after enough changes and then I click back and make npp the active window).
If I'm clicking links in the browser and come back to npp, it tells me the file changed and asks if I want to reload, then it updates.
Others seem to have similar issues but it's an interesting development.

The game's code comes pretty much in two parts: the engine and the data. The data resides in <Game Directory>\Content
. The numbers you're looking for can be found in these data files, either in .lua
or .sjson
file format. They're all plain text files and can be viewed by any text editor (e.g. Notepad). It's recommended to use a syntax-aware text editor to view them (e.g. Notepad++)

I do something similar with text files and a cloud backup (Carbonite). I used text files over other media because of Code folding. I used to use Notepad++ because it was free, but then my files started getting too massive (20k+ lines) and I hit some sort of performance bottle-neck. Now I use Sublime Text which doesn't have that problem, and supports split view of a file, projects (e.g. groups of files), etc. I don't use half of its power but, the simple act of collapsing a HUGE pile of research and summarizing it is very powerful to get an overview of the research, notes, or whatever it is you're doing.

Then also all your text is searchable (since it's plain text), diff-able (that is you can save text incrementally and roll it back to a previous revision), supported by everything that can parse text (e.g. Slack, Github, etc).

open both files, navigate in both to where it says ironman= and make sure it's no instead of yes, save both
re-zip the files into a new zip file called whateveryouwant.sav, using "add to zip" through 7zip, and make sure you change/add these parameters
put that save where your old ironman.sav was, in the original save folder and you should be good to go.
now you can use the console, and you have to figure out where the L-gates glitched out for you, because it sounds like I had a different problem (researched final L-Gate tech when I didn't have one on my borders). I just recommend messing with the save a few times and reloading using the following console commands until you get the desired result:

Alternatively, maybe talk to your parents about this. Tell them that you understand you are grounded and that you want to use this time for self-improvement and study. Discuss with them what you need access to in order to work on your game and give them the opportunity to supervise as needed.
What you do? Download the program, then extract, open the program, then you will see ´´no rules set´´ go to New> rule, then create the rule, you will also see ´´Browse...´´ but wait! You need to set PAYDAY 2 to windowed mode, to do so go: Appdata < Local < PAYDAY 2, you´ll see files ´´saves´´ ´´crash.txt´´ ´´crashlog.txt´´ and ´´renderersettings.xml, the file you´re looking for is ´´renderersettings.xml, right click < Open with... choose Wordpad (though Notepad++ is recommended), after opening the file, look for windowed, set this to true, you can also change the resolution manually here, Youtube´s resolution is 256x144 in 16:9, PAYDAY 2´s resolution mode goes from width to height, so this works. Okay, after you´ve set it to windowed and your desired resolution, save the file. Now hover your cursor over the ´´renderersettings.xml´´, right click < Propierties, once you´re in Propierties, set ´´renderersettings.xml´´ to read-only file, so PAYDAY 2 won´t overwrite. Finally after all of this, boot up PAYDAY 2, go to the Shiftwindow program hit the ´´Browse...´´ button, and look for the process PAYDAY 2, once you find it, click it, and then, click on the Run dialog on the program, and, voila! PAYDAY 2 low-res!
Also, there is another ´´Browse...´´ in Shiftwindow, but that is for the path´s name, if you wish, you can select the PAYDAY 2 process and have the path name, too. It does no harm.
1.Go to the Documents section on your computer and there should be a folder called "My Games". In that folder, click on "Afterbirth+ Mods".
2.Create a new folder and name it anything you like (preferably the name of your mod/ challenge).
3.In that folder, make a new folder called "content".
4.Create a new text document in the content folder called "challenges.xml". Click "yes" if a box pops up asking you to change the file type.
For this next step, I recommend downloading Notepad++, just for the sake of making everything easier to read!
5.Copy and paste this code into the XML file.
6.Read the documentation to create your own challenge! I gave a quick example that starts you off as ??? with ipecac and Monstro's Lung.
7.When finished, load up your mod in the Mods menu of Afterbirth+. It should be named after your folder. Then play it under the Challenges menu!
To get starting item IDs, visit the Platinum God site (potential spoilers). Hover over an item and the ID will be in the upper left.
As for starting pills/ trinkets/ cards, I'm not sure how to get those IDs just yet. Sorry!
To get the character you want to start with correctly, it goes in order from the character select menu, starting at 0 for Isaac, 1 for Maggy, etc.

Run your .yml files through a YAML parser (like this one) and make sure your syntax is correct.
YAML requires spaces instead of tab characters, so that could possibly be your problem. Use an advanced text editor program like Notepad++ or Sublime Text if you aren't already, they make editing YAML files a lot easier.
Open RES-settings console, go to backup&restore tab and download the backup.
Make a copy of the backup and save it in different folder (not necessary but it's useful to have backup of backup in case something goes wrong) open the file in Notepad++.
Ctrl+F, go to find&replace tab, check reg expression mod and type this into the bars
find: "votes":\d+
replace with: "votes":0
Hit replace all, save it and go back to RES-settings console and restore the backup. And that's it.

Yup, notepad++ tends to be the recommended one, although in a dev diary a HOI4 dev recommended sublime text, which seems to have some interesting features, like multiline selection and editing.

I associate mainline FOSS products with a sense of quality and integrity that most companies have difficulty emulating. Sure, of course you could add advertisements and sponsored content and still call it open source. However, expect backlash, especially from power users and the "free software" champions. Those are arguably the most important users of Firefox as they are the ones most likely to be directly contributing to the project; Mozilla should not be protected and immune from criticism. SourceForge started integrating adware into the installers of several inactive (and active) projects, and received a ton of heat from the community, with many leaving the site all together. Very few were defensive of SourceForge, even though it was entirely possible to opt-out and was done to prop-up the company's failed business model. Adware maybe much different from sponsored websites, but arguably, with the way Mozilla has been heading, it could be just the very beginning.
Not a 100% on this, as I've just started altering the config files myself, but I think this should work.
1) Get into this folder Steam/steamapps/common/7 Days to Die/Data/Config and find the entitygroups.xml file.
2) Make a backup of this file just in case, and if you don't already have it download Notepad++ https://notepad-plus-plus.org/download/v6.7.9.2.html you'll need it to open the .xml file
3) Open the entitygroups.xml file and looks for a couple lines of code that look like this

Now here's where I'm sketchy on things. You might be able to just delete the code (or comment it out) and save the file, viola no dogs or wasps. Or, you could alter their spawn probability to 0%, if you look for the bear you'll see the spawn probability for them has been set at 10%
I'm sure someone out there has already done this, and welcome any ideas other might have on how to do this better.
This <strong>video</strong> is an excellent description of the various technologies associated with web development. As far as text editors or IDEs, until you get a better idea of what you want to do, you might just want to go with something free, such as <strong>Brackets</strong> or <strong>Notepad++</strong>.
The reason that I say wait on the text editor or IDE is because they tend to specialize somewhat depending on your main language(s).
For security reasons, browsers are unable to do directory searches, so it's not possible to write JavaScript code to do that for you.
The closest I could recommend, assuming you're using Windows, is opening a command prompt (WindowsKey + R
, then run "cmd
"), then put the drive name and hit ENTER
, then do "cd filepath
", and then do "dir *.mp4 /b > mp4_files.txt
" to output the filenames to a text file. If, for example, your videos are in D:\games\mygame\videos
, then once you open the command prompt window you'll input something like this:
d: cd "\games\mygame\videos" dir *.mp4 /b > mp4_files.txt
and that will create a file in that directory named mp4_files.txt
, which will have the names of all of the .MP4 files within that directory. You then just need to convert the contents of that text file into an array in your code.
A good text editor, like Notepad++, will help you quickly create a macro so you can convert those filenames to something easy to paste into your code.
Sorry there isn't a method to do that directly from your code, but that should at least make it a little less painful to generate the list of filenames. 🙂
I have a hunch that I may know what's causing this. Could be wrong, but it's worth a shot.

The CSS is for styling and the JS is for scripting, there should be a .html file, you can use the search feature on most modern text editors like NP++ to find the text
Usually the worst block to creativity is a completely open-ended assignment. Constraints, rather than actually constraining you, tend to provoke new ideas and inspiration.
This is why I keep Notepad++ open on my second monitor and write up a simple design specification before I plunge into a new build.
It should do this role, be able to do this, this, and this. It should have this much capacity. It should use this many of these weapons or other doo-dads. It should use these types of engines and weigh no more than this. Etc etc. It can be as specific or general as you like, and you can decide for yourself how rigid or flexible those defined features are.
The important thing about a design specification document is that it points you in some direction and limits you to some degree. An easier and more enjoyable process with better results tends to follow.

I got notepad++ to auto update for me. Quick and dirty - curl-ed the whole /download .html. From there got the version number. If the available version number is higher than the installed one, it silently downloads and installs it for me.
Been working for the last 4-5? versions.
Just gotta make sure you are actually getting info from the right .html, that contains the version number.

Open up Garry's Mod's mount.cfg using notepad++, it will be located in "steamapps\common\GarrysMod\garrysmod\cfg"

Add CS:GO to it, here is what mine looks like
Launch hammer from the bin folder, "steamapps\common\GarrysMod\bin"
Launch Garry's Mod and make sure CS:GO is mounted in the bottom right

There are two files you can open in a text editor.
Their contents are both linked. Feel free to edit them but make backups first. I tweaked my bots a long time back so my local games all have aggressive ninja bots that can probably play at Global.
All their reactions, skills and spending habits can be tweaked via botprofile.db. All the noise they make via radio etc are botchatter.db, but I haven't tweaked the latter.
Once you play with them you can upload them to a server online. But I recommend testing them locally first.
Recently ran into this issue as well, and never figured out what fixed it, but here's what I remember trying:
Go into AppData/Local/Payday 2 and open the Renderer settings file in a text editor (I highly recommend Notepad++ for easier reading.)
Look for the line that has your resolution, near the bottom of the file. Between the quotes, replace the resolution listed there with 1920 1080. It should read: resolution = "1920 1080"
If that fails, set Vsync to 1, located under the resolution setting.
As a general piece of advice, I'd also set the Refresh Rate there to 60, so the menus aren't choppy at 1080p.
You can also try setting the game to windowed by changing that value to 1, and see if it runs then. This was another thing I tried, but it didn't have much effect for me.
I can't really say which of these steps fixed it, as I tried a few of them over and over again, but everything happened around that renderer settings file. Eventually, the problem seemed to just solve itself after a few restarts and attempts.

Afraid not really..sorry, I never have to write c++ in windows..and in linux I use kdevelop...which is again the same ktexteditor plugin...but in this case the "kdevelop" shell for is most likely more code than the editor plugin. So for sure not "lightweight". ;)
For a very simple editor there is always notepad++ on windows, as far as I remember is has c++ syntax highlighting and including of compiler commands...
If you're using notepad to do notes and stuff I really recommend using Notepad++ as it (this was said above):
Use notepad++, it does not care about not being saved, it will still be unsaved with your change the next time it opens... (basically autosaves)
My hunch is she is suggesting Dreamweaver because it will allow you to design and structure an entire site without coding knowledge as well as without a database. We refer to such sites as 'static', as each page is a separate, 'flat' html file. Web development has moved away from this style for various reasons, but if you don't have any means of storing your content dynamically, you're kinda stuck with it.
Many developers and web designers have grown a distaste for Dreamweaver, but one thing it will do is allow you to implement templates so that things like headers, footers and navigation can be consistent across all your html pages, and when you update something you can push that change across everything in one click. That does mean learning Dreamweaver; everything basically has to be done by a prescribed method. It's not hard, but you'll need to spend time learning the 'Dreamweaver way' to do it. There's not a lot of other systems that will handle templating for flat html files I'm aware of anymore.
As many others have suggested, if you can get mysql and php setup on the server Wordpress is a great option for a non-developer. However, as someone who manages a dozen wordpress sites on virtual servers I have to warn you that there are occasional problems that come with the added complexity, combined with the fact that Wordpress is one of the most targeted CMS's by hackers you may find it's more work than it's worth, and for that reason your IT might not allow it. I know some schools can be very sensitive about this kind of stuff. At my shop, in order to build a Wordpress site for our college theater client, we had to procure servers off campus.
If you absolutely must use Notepad, download (for free) Notepad++. You'll thank me later.

Depending on your platform, I'd advice a few different courses of action:
For Windows, the best of bad options is probably NotePad++; it's decent enough of an editor and would, I think, have syntax highlighting for Lua.
For macOS and Linux my general recommendation is emacs-nox; i.e. emacs opened from a shell in Terminal.app (or just "Terminal", macOS) or whatever terminal emulator you have on your Linux system, or, if you happen to be a KDE kind of person, Kate.
Other than that, emacs with X support will work on Linux, and Xcode works well on macOS, although it does not to my recollection have Lua syntax highlighting, at least by default.
Probably not, but if you whip out a text editor it'd be pretty easy. Copy the line or two that enables outposts in the techtreey.xml from some Euro civ's Age0 tech [e.g., Age0French] into Japan's.

Right click on your save and open with or edit with a text editor. I recommend downloading and installing Notepad++ for this.
Remember to make sure you're opening an uncompressed save game. I recommend making a new save game for the expressed purposes of editing it, just in case you make a mistake and mess up the file.

This will work on 99% of routers, I only use my Pis headless and this works a treat as you don't need to find a spare monitor/mouse/keyboard.
Go to Steam\steamapps\workshop\content\268500\844674609\Config and open XComLW_Overhaul.ini in Notepad++ or a similar text editor, and then find the lines 'REFLEX_ACTION_CHANCE_YELLOW' and 'REFLEX_ACTION_CHANCE_GREEN' (starting about line 137) - set all of them to 0.
If you have an Excel file with 3 columns of data (chromosome, start position, end position) just copy the 3 columns into a text file (I recommend using Notepad++) and save it as "file.bed" or whatever. Or in Excel use "Save as" and save it as a "Text (tab delimited) .txt" file then manually change the extension from .txt to .bed after it's saved. Make sure you remove any headers from the file, I don't think bedtools likes header lines.

Once installed open the program, you should have a blank window open. Copy/paste the code into it. Go to save, when it asks save it as "Sparks" and to the right of where you name it you should get to choose the type of file, choose LUA.
Make a new folder in your Windower4/Addons folder titled "Sparks", and drag and drop your Sparks.lua into it. Then you can type //lua load Sparks in game to load the addon.
For me, one of the killer features of Notepad++ is column-mode editing. Geany was the only text editor I could find which uses the same Alt+Shift+Arrow behavior.
Notepadqq doesn't appear to have this feature.
Try enabling CSM (Compatibility Support Module) in your BIOS if you have such an option. If you don't, or if you're not able to see both boot options in your boot menu, try this: (this is how I got it working)
Go to Windows.
Open admin cmd.
Enter "diskpart", then "list volume"
Try to identify your EFI system partition. In most systems, it's the 199/200 MB partition before the Windows drive (if you've modified it, you may need to try this method for all the volumes without drive letters that you see)
Noting the volume number, type: select volume (volno) (no brackets) and then "assign H:" or any other free drive letter.
Your EFI partition should appear in Windows Explorer. If you can't open it, even with admin privileges, download Explorer++ and launch it as an admin.
Navigate to your EFI partition and copy all your Clover files to another folder.
For simplicity's sake, open your config.plist using Notepad++. I know that's a lot of programs, but using Windows Notepad is hella annoying to edit this file because you can't find anything with its horrible word wrap.
Find the GUI bit and remove as shown:

Save 'starbound.config'. (Shortcut: Ctrl+S)
That's why you made a backup. Simply delete the current 'starbound.config' and restore the backup. If this doesn't work, delete that one as well and the game should make a new one for you the next time it launches.
You need to edit the XML file you just copied; Notepad is fine for this, although something like Notepad++ is a bit friendlier to use. See this comment for the changes you need to make to get it to work.
If you're set on using an IDE, then visual studio 2015 community is probably your best bet (assuming you're on windows).
Personally, I think beginners are better off using the command line for their first basic programs. The focus should be on the code at first. A massive IDE like VS could be intimidating and confusing, with the multitude of features and settings that you won't need for months.
If I were just starting I'd get a free basic programmer's text editor like notepad++, install the GCC compiler, and compile from the command line. LMK if you need help.
Windows Defender is a good anti-virus and is already part of W10.
Likewise, Edge the new browser works as a PDF viewer. It's getting nice upgrades too.
I used to install Dexpot, a multiple desktop program, but that isn't needed anymore in Windows 10.

MS Outlook Mail/Calendar: Major overhauls coming with W10 threshold 2, the next update due in october. Even now they are good programs. They sync well with your Google account if you have one.
Finally a lot of things have changed in W10 (and 8). For example you no longer need extra software to deal with ISO's. Double click and they are mounted. Keep your installs to a minimum and see if the OS can deal with what you need. Add as you go. I can imagine it is over whelming to come back after such a long time because so much has changed. I'm just worried before you get started you'll end up weighing down your PC with all the stuff you used to need that you don't any more. Like an anti-virus...
Make sure to get Notepad++, it's free and will make life a lot easier. It automatically color-codes everything and puts little lines down the left side to show how things are connected and nested.

If you're just making a static site, you write HTML files in whatever text editor you choose (Notepad will work, but I recommend something that at least gives you syntax highlighting like Notepad++. You can grab a full-featured IDE like Visual Studio or Aptana if you want, but it's a bit overkill. To get them on the webhost, you can just copy the files over using an FTP program like Filezilla. There's probably a "www" folder on the remote machine. Any file you drop in there will be visible to the internet, and if you make a file called "index.html", that will be loaded when they visit the site without specifying a page.
If you're making a web application, you'll have to configure the server and that gets more complicated.
