Windows shouldn't repeatedly sync on its own, though. It looks like Virtualbox has it's own time sync built into the guest additions if installed, and by default syncs every 10 seconds. That could be the culprit.
It's a bit more work to disable virtualbox time sync. In the command line/terminal of your host OS, enter the following. Replace "VM name".
VBoxManage setextradata "VM name" "VBoxInternal/Devices/VMMDev/0/Config/GetHostTimeDisabled" 1 and restart the VM. If you alter the clock, it shouldn't change back.

Once installed open the program, you should have a blank window open. Copy/paste the code into it. Go to save, when it asks save it as "Sparks" and to the right of where you name it you should get to choose the type of file, choose LUA.
Make a new folder in your Windower4/Addons folder titled "Sparks", and drag and drop your Sparks.lua into it. Then you can type //lua load Sparks in game to load the addon.
A friend of mine who was in mainland China until recently used ExpressVPN if I recall correctly. It's a paid VPN which sucks, but supposedly it works well for gaming.
Windscribe might be a free alternative that could work, too.

To install you just go into the ffxi folder, goto rom/309/ and change the name of 10.dat to 10old.dat, copy the file from the download zip and copy the one in the mod folder in it's place (not from the "original folder" in this zip, this is the normal file backup). When you zone out and back into the mog garden the HD version will show.
To go back to old version just delete the new file and rename 10old.dat to 10.dat again.
For those interested, here's the link - it cost me about $56 total between buying it and having it shipped. It only took about 3 days for it to get here.

So I travel a lot and use VPN in US hotels and at airports. My VPN server is in a colo with very nice internet speeds so it's not a problem.
My family did a 3 year stint in Asia (Japan, China, Taiwan, and South Korea); so I bought my sister a HideMyAss account. She watched Netflix, Hulu and Youtube and played Wii of that account with no problems what so ever.
I'm one of the posters in that BlueGartr thread, I've been playing FFXI off and on in Korea for years now. Until recently I needed to use a VPN to connect through SE's region block (back in 2008 they blocked nearly all of China and Korea from access to FFXI and FFXIV, to try to prevent RMT). The best service I found was WiTopia, and they now have a 3 month plan available instead of a full year. If I remember correctly, there was still a problem with adding payments while on the VPN (their 3rd party biller flagged it as fraud because of the proxy), but I cleared that up by doing remote desktop to my parents PC back in the states and adding my payment there...
Now that I read your post again, if you're even able to get to the part where it's asking you for billing, perhaps the VPN isn't needed where you are after all. You're being flagged because of your location when trying to make a payment, but you might be able to play the game with no problem once payment is set up. Having someone add the payment information for you and set up to auto-renew and you might be good to go.

I got a Cricut and you can just <em>buy</em> holographic vinyl sticker sheets you can print out at home with an inkjet or laser printer. It's a lot of power, and I'm not going to responsible with it. Everything I own is getting an FFXI sticker.

I use wine to run the game on my MacBook Air, runs great. It's got a platinum rating from wine community forums for compatibility on OS X. You just need the game files downloaded from the website or original cd.
I used wine bottler also which helped make the installation of wine a breeze.
I ran with Wine, and crossover, playonlinux is pretty much a free version of crossover. Both use Wine underneath.
I played FFXI for years in Ubuntu and with gamepad working w/o issues with one of the above depending on the year.
Where did you get your installer? Was is downloaded from http://www.playonline.com/ff11us/download/media/install_win.html? or is it from another source? My Amazon download doesn't run for some reason.
You could also use Wine from http://www.winehq.org thats what I use to run mine on Mac.

Paying with a proxy enabled, like Hola http://hola.org , might solve it. They are detecting the location of your computer to be in a different country than the nation of your billing address. China being a suspect nation for hacking attacks to fraudulently charge a stolen card number, a lot of banks will deny online transactions from IP addresses in that country.
Ive been using parsec with great results. I have the game running on my pc, and can hop on through my phone or laptop anywhere i have good internet.
The only problem ive ran into is having to disconnect any controller (game pad) from your PC in order for parsec to recognize another controller from wherever you're streaming.

Okay, the program that you can use to help narrow down the issue is called Dependency Walker (http://www.dependencywalker.com/). Download the x86 version (since FFXI is a 32 bit program) and Unzip it, run it with admin privilage -> file -> open -> select pol.exe. Then profile -> start profiling -> OK
When it's done (give it a min) look for stuff that has red, not yellow, in the upper left hand box.. The red things are the major issues that are keeping it from loading. Then you can google some of the dlls it returns to see what it's a part of. I'd almost bet money it has something to do with DirectX 8 but this will help narrow it down for sure.
I've gone through the whole ordeal with finding different drivers and tools to get console remotes to work on my PC. In the end, this little dongle has been by far the best and most foolproof option for almost any console controller.

It’s $9.99 right now, so now would be perfect. Just know the install might take all day. I have 100 mb/s connection, and it still took me 8 hours to download every patch and xpac (and they’re not large). Also, depending on your ISP, you might need a VPN to download. It acts really weird for me. For instance, with Spectrum, I don’t need a VPN if I’m using a wired connection, but if I do it over WiFi, my internet shuts down for a few minutes, because of the way it downloads and it thinks I’m pirating. At my parents house, with AT&T, you need a VPN or else it’ll only download like 100 mb before shutting down. I recommend Private Internet Access, since it’s slowed my internet the least out of all the VPN’s I’ve tried. It does have a subscription, but I think you can get a two week trial. Any patch after that should be small enough to download before your ISP freaks out. I only had to use it download the full game when I got it.

Can't really provide good links without a price range, but I can give you a bit of important advice:
Get something with an AMD/ATI card, do NOT get a laptop with an nVidia card for FFXI. nVidia cards don't support the older directx that ffxi uses, so you'll have to either run it on the onboard graphics or use something like dgvoodoo to force it to run on the nvidia and then there's still conversion issues.

I've heard Magic-NS works very well for many controllers including PS4. But I haven't tested it myself. I'd check some reviews before ordering. Though it's quite cheap.
XI and controller on PC has always had a interesting relationship. I've had a ton of issues ever since I moved on from PS2 with a standard adapter. PS3 was a nightmare with motioninjoy and CE360. I got it working but I was plagued with issues. PS4 took me a while to get going but once I did I only had problems with my USB cable dying on me.
I have never gotten the PS4 wireless to work for a damn. I had delays and similar issues to your multiple commands going off at once which is odd since you had that happen wired.
To combat the disconnect issue I buy these thin USB cables that are light so they don't pull on the controller as much and unless I drop them they don't disconnect.

I wrote a post a while back asking for a book or place to read up on both the development of FFXI and the ingame story. The game was so overwhelming that I a book explaining the game and it's history would be very beneficial. I highly suggest you try a kickstarter, there are plenty of FFXI fans who would love a well produced and detailed book about this insanely large game. I feel like this MMO has had a lot of it's history lost through the old internet and without a modern community making documentary like videos detailing its changes so I say go for it! I do recommend you try contacting people at Square for interviews and former employees. Also I am guessing any of the founders and heavy contributors to those FFXI faqs sites would be a great for interviews.

The xbox one has it's own usb dongle separate from the 360 one. I have been using this one since I came back that came out late last year and it has been great.
PS2 controller via a Super JoyBox 5 Pro. Mouse should absolutely not be used with this game. It is keyboard-only or controller+keyboard, and if you set keyboard in-game to Compact, you can customize your controls.

FFXI launched on Steam with the Abyssea Collection, which had the first 4 expansions and all 6 add-ons. Seekers Collection updated later, and is automatically half price for anyone with the Abyssea Collection on their account. There was no edition on Steam that just went to Shantotto Ascension.
