If you use cruisers for the abyss you can only go in solo. For the first tiers you can try one of the fits here. For frigates that's also possible, but needs a blinged fit (faction/assault frig).
The Triglavian incursions are a group activity, you can't do much solo in there (well you can ninja loot and salvage, but not fight them)
at that point its still worth it to restart for the 1million free skillpoints I would say, you can freely inject them into any skill to instantly skip the timegate for it. Just be wise on what you spend them. You can just create a new account with an invitation, you can use mine if you want to :)

The ingame Agency window should already have the correct data for the "new" ore distribution but I fully understand if that's not the case; It's CCP after all
The massive reductions and deletions of several mineral types in some belts means that in some cases no ore actually spawns, and in the case where it does spawn but not that much, other players or NPC mining fleets may mine it out quickly.
btw, lowsec mining is generally not recommended - mining moon goo in Null is both safer and more convenient.

Note that when you use a referral link, that link points back to someone else's account. If you do upgrade to Omega account, that person will get a little bonus thing (some skill-boosters and some other stuff).

Maybe go through the career agent starter missions to dip your toes back in the water. Might ignite some interest in something you enjoyed before. The agency window is nice for local content too. I have been running abyssal sites as it works for my limited play time.

Ok, while steam is great, for most games it's better to use the dedicated launcher (link) if it's available and free (had similar issues with PoE).
In case you have invested some time/ money in a steam account already, you should reach out to support to see if they can transfer the same.
Empire choice does not matter for anything but the looks of your character and the starting skills which are hardly relevant.

Over the years a lot of new stuff happened so you'll just have to read and experience the changes yourself. Biggest new thing is probably the new pirate faction called Triglavians, that has a completely new type of weapon system that starts with fairly low dps but spools up on every cycle to get ungodly amounts of dps. They have 12 ships (frig, assault frig, dessie, hac, command dessies, cruiser, logi, bc battleship and a dread). At max spool the battleship (Leshak) can push carrier level dps. There are also new pve sites where you can go solo in a cruiser (except t3c's) or 3 frigates. There are 3 rooms to clear, you have 20min to complete the site or your ship and pod dies. There's 5 levels of difficulty with t5 being the highest and requires to use blinged out ships and expensive implants

If you recruit yourself you get a bonus should you switch to omega.
Also be aware that you can't log in an alpha and an omega at the same time. Needs multiple omegas for that.

Elite is played from the perspective of the pilot and has much more of that Wing Commander feel to it. They've also proceduraly generated star systems for (I think) all the known stars in the Milky Way.
Not that you shouldn't try EVE. It is a lot of fun but definitely plays different from Wing Commander. You can grab a free trial of EVE if you want to just see what it is like.
Is EVE in Windowed mode? Not sure why that would matter, tbh.
