Could you think of that it would be helpful to provide as many details as possible — similar to use more than one word for a describing title.
By any chance, do you use Tasker with your phone?
The main problem is that OneNote is an UWP app from the MS Store.
Additionally, Send Keystroke is not very reliable, i.e. it works or doesn't for every different situation. So I've also installed EG's AutoHotkey plugin for the cases where it doesn't work.
Unfortunately, AHK has also issues with UWPs.
I've never used Win + number, so correct me if I'm wrong. This hotkey starts the according taskbar app and minimizes it if used again, right?
What part of Google Keep are you accessing, or is this with any URL in general?
It looks like the URL for a note is "https://keep.google.com/#NOTE/xxxxxxx.xxxxxx", so I have 3 thoughts:
You gotta establish a way to send events to eventghost from your android device. The easiest way is through Tasker and plug-ins Tasker is pretty much eventghost for Android. You can make a profile to scan barcodes and then send it to eventghost through another plugin. I haven't these much in a hole so I'm not sure if they'll work for your purposes, but I hope this will point you in the right way.
