If you want to DM me, we can figure out what you're looking for. A lot of this boils down to are you okay with short term wear? Like let's say a day maximum. If so, there's probably something I'm aware of. If you want long term comfort, that'll be more difficult.
Currently I'm thinking you want something like this or this. They might not be perfect, but I figure they fulfill the basic goal. The issue with these is they aren't great to wear for long. By long I mean even less than a day could leave you in pain for a few days afterwards.

Numbered plastic locks are good if someone far away is verifying you haven't used it.

There are also padlocks that run on an electric timer and cost anywhere from $20 to $40. You can use them to lock a small box (like a cash box or a cheap tool box). Amazon carries them, and eBay.

for the material cost, it would really be better to grab something like this knockoff FS slim from amazon and modify it to work how you need, such as changing where it all locks together to be something like a wiring distribution block where you screw down a pin that holds the cable ends
but if youre expecting her to be able to wear a tight tshirt and thin leggings and not have the belt visible, its not gonna happen
but my normal fancy steel isnt visible under a comfy pair of jeans or even yoga pants except for a little bump where the dome shield is, and thats not an issue if my legs are together

The only other type of lock out there is a disk lock, and I don't know of any belts that are built with that in mind.
