Im in Scotland, and use PIA, Nordvpn and IPVanish depending what doing, PIA is good, decent speeds no logs and allows P2P, Nordvpn based in panama so no Eu or US laws to obey and offer different connections, Anti DDOS, Dedicated IPs, over Tor, P2P and no logs. IPVanish is probs the best for speeds, again allows P2P and no logs but are based in US so for the conscience probs not the best to use tbh it depends on the user all three are easy to use, but nord and ipvanish are probs abit easier to use than PIA for selecting a server both are reasonable on prices but again depends on you how many devices you want to connect etc, nord allows 6 at a time, IPvanish is 3 PIA i think is 3 aswel so depends on you and your needs. as i say im in Scotland and never had any problems with all 3 of those vpns and on 220mb fibre speeds are slightly slower but for privacy and protection worth the hit average about 130mb so its a drop but for what your losing your gaining from protection if that makes sense lol

Just for the sake of science... I've tried it and I can download from upstore without any problems. Damn slow for free users but it works. Have you tried using a VPN that has an exit server in Germany maybe? CyberGhost has for instance.
