I use an app called add text It's got a really simple UI but a lot of cool features. To get rid of backgrounds and edit images, like harold or the skeleton, I used ibisPaint then export it as transparent png and insert the image into add text. Both apps are free.
For this one I used photoshop mix (mobile app) and mainly just pngs off the internet. Then I used this for the word art. But it's only because I don't have a real mobile setup for this.
If you have access to a pc you can use pixlr which is a lot more powerful than a mobile app, which is what I normally use.

There's a pinned tutorial for more information that I think just uses IbisPaintX
