I'm using the Sony DualShock 4 which works very well on Windows 8.1 wired and wireless (Blueooth), including vibration.
I was unable to get it working wireless under Windows 7, but wired worked fine.
You'll need DS4Windows too.
Edit: Still using keyboard/mouse when on foot and I do find myself reverting back to keyboard/mouse when driving if I need to shoot at the same time.

for me x360ce v2.1.2 crashes on exit, so I use v3.0.1b (http://www.x360ce.com/default.aspx)
cleanup: remove all x360ce files (dll,inf,etc...) from gme dir, exept main executable. Reboot.
launch x360ce.exe as Admin: here I get a wizard, it creates config files and detects my logitech G27 automatically. Then Controller1 indicator (x360ce app) should turn green. If controller indicator is still red - rebooting pc helps. At this point on screen emulator controller should react to wheel and pedals.
v3.0.1b has a bit different interface than video shows, i deselect 32 bit dll, and select highest version x64 dll, save and close.
extract/overwrite x360ce_lib64_r848_VS2010.zip like video shows.
launch GTA
ingame controller menu (in wheicle/first person) i minimized deadzone to 0, but not sure if anything changed at all.
go crashing! :)
there are some settings I didn't try, maybe they can help tune the wheel.
Have you tried setting the fan to max speed, some fans does not have a high speed profile, and actually only runs at about 50-60%, because of durability I guess.
So try download speedfan and see if you can change the speed on the fan. Also try minimize graphic settings in GTA, also lower the resolution.
If none of this work, which graphic card are you using, would you "gain" anything by buying a new card?
Also check you airflow in your pc cabinet, could you add a case fan instead? - This can quite easily be checked by the temperature of your cpu (or harddrive (not SSD)), does this increase violent when only graphic card are being used, meaning the heat inside the cabinet cant get out. Or try add a table fan right next to the cabinet to see if this gains airflow and cooling your cabinet.

Your processor could be questionable. Minimum for the game is Intel Core 2 Quad CPU Q6600 @ 2.40GHz.
Your RAM should be decent as minimum is 4GB, Recommended is 8GB though.
Radeon R5? Im not entirely sure about that one. Recommended is atleast AMD Radeon HD 7870 2GB. Minimum is AMD Radeon HD 4870 1GB (DX 10, 10.1, 11).

Most of the answers seem to suggest re-downloading the updates.
So like with AOL. That awful tone that was generated was actually a means of connecting to the AOL servers. It would dial out and then establish a connection. Dial-up handshake. Just this thought and the idea of an oldschool redbox come to mind is all.
Going from start to finish as I watch it:
Make sure to state right away just what exactly you're going to show off in the video. Right off the bat, people will see the 8 minute duration and skip your video especially if they don't know what they're in for.
You mentioned in the video that you were going to get new equipment. A decent microphone goes a long way, and they can be pretty affordable. I use a Zoom H2 field recorder, along with a pop filter, and used ones are going for $90.
Until then, you can edit your voice recordings with some EQ and compression to make them sound a little nicer. Audacity is a free program that'll work for you.
You're kinda just driving around, which is what we've all done plenty of times. Throw something different into the mix: bring an online buddy with you in the car rides, etc.
Cut out loading times from the video.
Amazon has some decent drives available. The trick is to look at the reviews and see what people are saying. Some of people post their test results which should give you a good indication of what kind of real world speeds you might expect. I know that Patriot make some decent usb 2.0 drives so check them out.

Another thing to look out for is the size. Don't get an 8gb version. Get a 16gb version. In the past I have used 8gb stick but when I check exactly how much space is available it says something like 7.6gb available. So an 8gb stick may not work depending how strict Rockstar are about requiring exactly 8gb. Surely they will be aware of this but I wouldn't take any chances. Best to be on the safe side and just get a 16gb. Also, I know that flash technology works best when the drive is more than half empty. At least I know that to be true when talking about SSD hard drives. Weather it is true with usb sticks is another thing.
