That sounds like some conspiracy theory which doesn't even make sense. Governments would much rather make deals with cellphone manufacturers (get location, microphone surveillance, a lot of personal data). I would bet that more people own phones than NordVPN subscriptions.

youtube-dl is the gold standard for downloading youtube videos, and you don't have to deal with some shitty site to use it. If you aren't comfortable using a cli program, there is also youtube-dlg which is just youtube-dl with a graphical interface for ease of use.
