In Japan, JPOP usually just means all Japanese popular (ie not traditional) music. If you go into a CD store, all the Japanese music (except maybe enka) will usually be in a section labeled JPOP. It is sometimes also used to refer specifically to pop music, though idol groups (AKB48, or SNSD even) are usually just called idol.
In the West, a lot of people use Jpop to refer only to Japanese pop music, and call Japanese rock and metal music things like JRock and JMetal, though in Japan people just call them rock and metal.
So, I guess it depends on who you're talking to.
And yes, those are kind of just old and unpopular, especially for any English language resources. For more videos, you can try looking at Niconico, a Japanese video streaming site. You have to make a (free) account.

install K-lite codec, the basic version should do. and then turn off auto play on your cd drive, open the cd instead of playing it, and run as classic media player instead of windows media player.
I found copies of the score book on Amazon Japan, but the price is astronomical. Found other sellers on Yahoo Japan and a few other places as well by using this as for the search 東京事変/深夜枠 (オフィシャル・スコア・ブック), but also fairly expensive for a score book, even an out of print one.
I had no luck finding just the score for that particular song. Sorry I'm not more helpful.

Here it is on Amazon, 2 songs and the instrumentals for them. It's sold only in Japan and there is no option to buy it digitally. I'm crying.
When i was in japan once, i changed my region setting and a lot more became available to me. When i got home, even after i had to change my region setting back to US, the songs i previously saved were still available. However, once i removed them in trying to get rid of duplicate listings, I was not able to look them back up
If you can be arsed to do it, you can use a VPN with a Japan server, and create a JP Spotify account and should be able to access them. I have free version of ProtonVPN and have no issue with it.
CDJapan and Amazon Japan are probably the best. CDJapan is English and you can set Amazon Japan to English as well.
