v1.9 of freeplane is not bad. The design is less polished than the commercial products but after a while it does the job.

I think your best bet may be Visual Understanding Environment (VUE). I can't say for sure if it will store or play videos but they make a big deal about "digital media" on their website.
There is always the option of simply including the path to a video on the note for a node in the map.
I've tried them all and they're sort of equivalent.
I'm a fan of SimpleMind: https://simplemind.eu/ It's quite usable on iPhone, and I run the Android version on my Chromebook. I didn't realize they also have Windows and macOS versions.
The fee is per-platform, so I just stick to the two main platforms I have, which is fine.

i think from what you described this sounds like something that can be done with an org chart? like laying out the different divisions might help you do your future training, as the people and the duties could be easily explained with this type of mind maps :) hope it helps OP
First I used Freemind but felt it a bit clunky. Then I heard there is a fork named Freeplane. I've been happy with it. Highly customizable and is cross platform.

I had the same reaction when they announced a tepid new set of features yet a transition to subscription to the Mac version. As I added in comments on their site, it's fine to go subscription but not so when it's obvious your product is finished and you have little new to add. For Mac this year one of the listed features was allowing you to print parts of the Gantt chart or all of it. Wow!

Although it does not support Google Drive or Dropbox as of the moment, you can sync all your projects from the comfort of your mobile device or on any computer. Nah - .docx is fine I just couldn't remember whether it had that or not. As you say, from there you can go anywhere. I just thought it was limited to an outline of the map structure but obviously not.
Not sure if you're aware of it or whether you see similarities to Ginko (https://gingkoapp.com/). I bought a licence to that some time back as I was generally finding mapping solutions good at offering the ability to split ideas out convergently but many struggled when it came to forming something more solid (I wrote a prior thesis in Ulysses for that reason. It's not a 'map' but re-arranging ideas was great while it also offered fantastic export options.) I see similarities between their (Ginko) app and yours while obviously you have a much stronger visual application.
I think one thing that would benefit your app is the ability to switch to an outline view which might be of benefit for a more strategic view of the content. Might already be there so I really will have another look.
1) all mindmap programs get the basic stuff done. You can pick any of them and get started. I've tried ~20.
2) Today I tried "SimpleMind" and it actually has a bunch of useful features! And, in addition to a free version, you can make a one-time payment! Extremely reasonable. Thank you for your answer. I actually meant checkboxes which I could click to put them into the 'checked' state after the certain exercise/task is completed. With the latest version of xmind all the things you put into your mindmap are also transferred into the pdf-file.

I don't use mindmaps to manage project tasks. I certainly use them to help define a project - with dependencies - but then track them in other software. It certainly can be done and mindmapping software has to an extent found a niche in offering that as a feature (see Mindjet and what they offer as PM capability.)
I've not personally tried the software on Linux but Xmind might offer what you're after:
