Have you checked on a service like https://haveibeenpwned.com/ if your information was released from another website? Those "hackers" often just get password dumps and then try logging in on websites with known email/password combinations.
Here is what I told someone else that had the same problem hope it helps you
If you want it lifted you should try making your account verfied by linking a bank account, credit/debit card, and confirming your information. Once you do that then you should be able to lift the limit.
As a warning once you have a bank account linked paypal can access it and withdrawn without your permission. So if you sold something and the buyer does a credit card charge back or you loose a dispute which causes your account balance to go negative they will automatically withdrawn the funds from your bank account even if your are truely in the right its who ever they side with or if the credit card company refunds the buyer.

Looks like I found the reason, why paypal didn't ask us if we want to convert currency.
Read this (2.4) Looks like you have to prove your identity to be able to store different currencies. If you used simplified verification you can only store Russian Rubles. I believe you can prove your identity here
So, if you want to continue using it for this much money, you should lift limis (which requires you to prove identity anyway). Go to Main Page -> More about your account -> Check your account limits -> Lift limits. You can also find link I posted above here.
I'm 25, and I've been using Paypal since 2004.
Opening a dispute may start out between you and the seller, but 9 times out of 10 it's elevated to a Paypal claim. A seller with too many disputes is also negatively affected by it.
Call Paypal and ask them if they will protect you for an intangible item. See what they say.
OPSkins treats their customers well, I'm sure, but you're not a special snowflake. Every customer is treated the same. OPSkins clearly states what will happen if you open a Paypal dispute. The decision is yours.

I believe that Paypal and potentially OPSkins would be under obligation to comply with tax laws and send you a 1099 (or something similiar) if your transactions exceed a certain number AND the dollar amount exceeds a certain number. I know this is vague but technically you are profiting and I can almost guarantee that Uncle Sam is going to want their cut. I know through steam its 200 transactions and more than 20,000 dollars. I partly agree but mostly not. It's obvious the administration don't have much experience of running a website like this so there are a ton of problems. They should've given back the $7 to the High Profile buyers (I thought they did cuz to me that'd be an obvious thing to do), so I agree that was outright a scam. People paid for a month but only got 2 weeks without warning or compensation.
They don't state anywhere that you're responsible for the Paypal fees either. I only read about it in some changelog post but now I can't find any statement about it anywhere. However that is not a scam, because that would be the default assumption unless they state otherwise. This is pretty much how cashout via Paypal works everywhere.
For the last problem you had with the currency exchange I stronly disagree. It was plainly due to your lack of knowledge. When you start selling you should do your calculations beforehand, not after. Paypal takes (in my opinion) a huge fee (2.5% for Paypal + wholesale fee (https://www.paypal.com/fi/webapps/mpp/ua/useragreement-full#Schedule_1 )) for currency exchange. Everyone using Paypal should know that.

They're not scamming on purpose. They're just amateur (at least to me they seem like it) and I don't think their website will last long without the help of more professional people. You should educate yourself before making assumptions about how much money you'll get or at least not get mad about it when your assumptions were wrong.

Hm, I'm in the U.S. Not sure exactly which country OPSkins is situated in, but the Paypal website lists international transaction fees as "3.6% plus a fixed fee based on currency received" for Australia. It's 3.9% for the U.S. :/
