Hey everyone, I'm the guy who cut and uploaded the film to YouTube. I'm doing some traffic control work with Rick tonight (the guy who made the movie) and so I can ask him any questions people might have about this film.
This is a "so-bad-it's-good" kind of movie just so everyone is aware (even though Rick doesn't like to admit it, he still thinks it's scary). Personally I think it's hysterical. Maybe not as surreal as The Room, but there's still plenty of laugh out loud moments. The Adam West cameo is absolutely nuts. The first two parts are slower, but as soon as you hit Part 3 it becomes more engaging.

Here's a fairly high-level overview:
Ebay used to own PayPal, but PayPal is becoming its own, completely separate entity. That's great news for PayPal in terms of business. For the most part, users don't have to do anything except agree to some redone Terms of Service agreements and the like.
However, because PayPal has to redo a lot of their legal stuff like TOS agreements, they're adding in some new stuff. One of the new things is that PayPal is allowed to call users with pre-recorded messages, something that people are understandably annoyed with.
Nobody knows yet whether users will have an option to opt-out of this "service" yet, but given the amount of public backlash they've already received, they would be stupid not to. Furthermore, some countries (US, Canada, Britain I think) have laws to prevent companies from harassing consumers with robo-calls, so there's that too.

This is true. Looks like PayPal uses Mastercard for their credit cards, which would mean that the first number is 5 ~~(and if the PayPal card is just a MasterCard with the PayPal branding, the second number will probably be a 1).~~

Edit 1: A New Theory (Is Required) -- /u/Doctor_McKay was kind enough to inform me that the second number on his/her PayPal card is not the number 1, so there goes that theory. They did confirm that the first number is a 5, though, so if you're planning on hijacking somebody's GoDaddy account, you have a 1-in-10 shot of guessing correctly the first time they ask for verification.
Edit 2: The Edit Strikes Back -- Several people have commented to let me know that I misread the article. Apparently, GoDaddy asked for the last six digits, not the first two and the last four. There are many possible scams that this could be. Paypal has an extensive list on possible scams here. It sounds like it could be any of the following 3.
"You've been paid." Some fraudsters use spoofed emails to try to trick you into thinking that you have received a payment. The fraudster wants what you are selling for free. Log into your PayPal account and check that you were paid before you send anything.
"You have been paid too much." Fraudsters may send a spoofed email saying that you have been paid more than what you are asking for. For example, the fraudster sends you a spoofed email that says that you have been paid $500 for a camera that you listed at $300! He then asks you to send him the camera, and the extra $200 that he paid you by mistake-or maybe just $150 as a way to apologize for your extra trouble. He wants your camera and your money. Don't fall for it! Simply log into your PayPal account and check that you were paid before you send anything.
Verify through your PayPal Account. For example, if you receive an email that says that you have received a PayPal payment, take a moment to log in to your PayPal account before you send the merchandise. Do this to make sure that the money was really received, and that it was not just a scam email from a fraudster. And remember not to follow links in emails when you log in. The safest thing to do is to open a browser window, navigate to PayPal.com, and log in.
The full name and phone number are likely to make the fake email seem more legitimate. It's still possible that this ISN'T a scam, but that seems highly unlikely to me at this point. It's likely just a scam for her to give the car away for free.

While subs are great, I do want to remind people that people who want to support him could also just directly donate to the paypal. This is also a great option for those who enjoy stuff like HSC but don't really have an interest in subbing because of the german language coverage.

A lot of smaller businesses can use the PayPal Here or a similar credit card swipe that uses a cell phone or tablet with a joining app. The PayPal one has no monthly fees and a 2.7% fee on all swipes. The most common one that I see, Square Up, is 2.75%. For both, the readers themselves are free.
I see these all the time at local coffee shops, food trucks, festivals, craft fairs, etc. They do require that you have a smart phone or tablet, but even most of these smaller businesses can factor in a one-time cost of ~$500 for a tablet. They just need the coordinating app and the reader, and with a little set up they are good to go for cards.
This is a really simple solution, even if they still have the minimum purchase amount.

The paypal wasn't a verified account so as a future warning to others, please use /r/starcitizen_trades/wiki/invoice for reference and (if you decide to make a verified account a requirement of your trade) use " https://www.paypal.com/us/verified/[email protected] " to check the paypal account. We can't enforce this so it's on the user to check. Verified accounts can still chargeback but it seems less likely that scammers use longstanding verified accounts.

The reason I posted what I did is because your original post shrugs off all of your own personal responsibility in this. YOU chose to use Paypal. YOU chose not to read the TOS or email them even once and ask them if you would ever need more verification to withdraw larger sums, even though YOU know that you don't have a permanent address, something which probably less than 1% of their customers lack.
You straight up say they STOLE your money. Its not pedantic to point out that by acting like there was theft, you are shedding yourself from all responsibility in what happened.
Man up and admit that this is half your fault for allowing a money escrow service to hold your funds without doing the research first.

OP - it's possible that there's a third scenario that can play out regarding who refunds who and what happens. If you contact Paypal and explain that the package was marked as delivered and not delivered, they may find neither of you at fault and refund the money to you but not take it back from the seller - this is what Paypal offers to us sellers here. It's my understanding that Paypal's buyer protection kicks in and gives you your money back, and seller protection kicks in and doesn't pull money back from the seller. If USPS refuses your claim and the seller either can't or won't file one on their end (which is possible USPS said buyer had to file) it should get you a refund.
I just had this same scenario play out last week with an eBay item with me as the seller. Because it showed that I sent it out on time via a reasonable shipping method and it was marked as delivered, I was found not liable, and buyer was reimbursed by the mediating 3rd party. This worked out great for both of us and I really appreciated that service being provided to me, as USPS mistakes really hurt and in this case I didn't have a replacement to send out (also the situation w/ buyer was way sketchier for various reasons and eBay has issues with fraudulent buyers trying to scam items and refunds).
Now this doesn't really change your interaction with the seller, but it's a possible way for this to go away quickly with all parties involved being satisfied. At any rate definitely file with PP.
The Seller Protection Program clearly states that the item sold must be a physical item to qualify.
In fact, they state in a second location that intangible items are not covered.
You can try and sue, but the terms of use are clear.

Paypal Canada is under Ontario law, so actually pursuing them in small claims court probably won't be cost effective for you unless you live there.

No it is the other way around. If you purchase an intangible item the seller is not protected. If you say you didn't get what you paid for and the other party can't provide proof of shipping, you win automatically. You need to go over the dispute process again and see where you went wrong. I just dealt with a case like this about 1 year ago.
Here it says it right on their website. It clearly states the seller is NOT protected, so you should win as soon as you file a complaint.

Hey r/Edmonton! I'm an aspiring designer living in Vancouver, and I created this poster as a commission for a fellow redditor who was introduced to my work through my Victoria map.
I am usually asked the same handful of questions each time I post, so I thought it might be a good idea to pre-empt them here:
1) There is no absolutely computer generation involved in the creation of my maps - rather, every single one of the 10,000 anchor points that make up this image was deliberately and intentionally hand-placed. I am aware that there are tools available that could largely automate the process for me, but I find the work to be very meditative and I really value the 'hand-drawn' quality of the finished images.
2) Regarding the unusual perspective - I typically get a lot of comments asking why I chose to portray their city in anything other than its 'usual' orientation. Beyond the simple idea that what is 'up' or 'down' is all relative, part of my intention behind this series of maps is to compel people to pause and re-orient themselves to their surroundings from a new perspective. Other than that, I just think it looks really nice :)
3) 12x18 poster prints are available for purchase on my Etsy shop. Alternatively, if you would prefer to save on shipping, I am happy to provide you the print-ready JPEG images or the source vector files on a by-donation basis (I will send the files to the email address that logged the donation).

(Hint: PayPal payments are free intra country, and the fee for international payments maxes out at 3.3% and is more likely to be around 1% as per their tariff. Here, with my bank, for smaller amounts of under £2000 to be sent to certain countries, international payments are £4 each. That's a minimum of 0.2%. For any amount over that, or to any other country, it's £25. I'll leave those percentages as an exercise for... actually, no I won't - for a £2000 payment that'd be 1.2%, and the percentage goes down as the payment size goes up.)

Unless you're a certified online store, ebay takes 10% (YUP, TEN FUCKING PERCENT) regardless of amount (unless its like $5,000+ or something). Not only that, but guess what! you have to use paypal to transfer funds, and even though its the SAME GODDAMN COMPANY, it charges an ADDITIONAL 3% of the purchase, a grand total of 13%!
Also, ebays "calculate shipping" feature only calculates for the dimensions of the box itself. But who slaps a shipping lable on the retail box and sends it?! after actually packing the thing, i lost an additional $15 in shipping.
X1 + CoD + Tax = ~$600
Consumer buys for $670 + $30 shipping ($700 even)
I pay ebay + paypal 13% (not just on the 670, but the entire 700 price that includes shipping that I'M PAYING) which comes out to 700 x 0.13 = 91.00. NINETY ONE FUCKING DOLLARS just to use their service.
So... $700 - $91 (fees) - $15 (extra shipping) = $594.
So i lost $6... If you're a poor college student looking to make a quick buck by scalping consoles in the future, my advice: don't* (use ebay)

The same things talked about on the Paypal website will apply to Bitcoin. And Paypal is claiming to have 2.6M top customers buy things 100 times per year and spend over $4000 per year. And 110M total accounts.

Yes. That is 100% a scam. It's such a common scam that it's literally listed on the paypal website. Here are some examples. My favorite variety of this scam would be the one where the buyer overpays you before having his "private agent" come get the goods, and then asks you to wire the difference to him. Several days later, turns out he was using a stolen card, the CC company gets its money back from paypal, who gets it back from you...but the "difference" you sent Western Union is un-recoverable.
People, this is one of the reasons we don't allow buying and selling on this subreddit, our inability to verify. PLEASE BE CAUTIOUS OF SCAMMERS. Always, always, ALWAYS distrust the confirmation emails you get, and go log into whatever site you're selling through directly to check on your accounts. This is Internet Know-how 101.

I'd like to thank everyone for their feedback and support. First thing I'd like to point out is that this is just a beta for now, I want to fix a few icons before I release this to you guys. (gotta do something about that compass, newsstand, and mail apps)
Another thing I'd like to add, is that I really do want to continue working on this and build a very large icon data base if you guys are interested in seeing this become a thing. If I don't get enough of you excited for this, I don't think I can continue as it's very time consuming.

Whoa, whoa, whoa. I think you need to slow down a bit, and not automatically assume that this person has taken advantage of you. They might just be disorganized. If the seller paid to ship the dress to you UPS express, it will only take a few days; however, if they shipped UPS Ground, it can take 7-10 business days (Monday-Friday) to get to you. It hasn't even been a week yet. Give her a chance to get the tracking number to you, but be firm that you're concerned you haven't heard from her.
Filing a dispute with Paypal is a very complicated process, and one of the first steps is making sure that you (the buyer) has exhausted all possible courses of action with the seller in order to resolve the issue. You have 45 days from the transaction date to file a dispute. Don't wait that long, but I think giving it a few more days is more fair, and if it does turn out that you've been scammed (I hope not), you'll be in a better place to open the dispute.
This pageprovides good information about the dispute process from the Paypal side. If she is unable to get you the tracking number in the next few days, you'll file a claim with Paypal. The seller will then have the chance to respond, and hopefully, that will be the end of it. If the seller doesn't respond, then you have to escalate the claim with Paypal. It's only after you escalate that Paypal actually gets involved.

I wanted to present to you my latest modding endeavour: Wonders of the Ancient World Deluxe. Wonders of the Ancient World is a DLC for Civ V that introduced three new wonders: The Statue of Zeus, The Temple of Artemis, and The Mausoleum of Halicarnassus. It also came with a scenario, in which you competed with four other civilizations in amassing the highest score - primarily through the construction of the seven wonders of the ancient world (+The Oracle and The Library of Alexandria).
This scenario was made for the vanilla game, and consequentially lacks many of the features of Civilization V today. I've updated this scenario according to those features, adapting it to the mechanics of religion, international trade, espionage, the Melee/Naval naval split, and 100HP-based combat. I've also expanded upon it, using a number of existing mods as a base to increase the number of available technologies, social policies, civilizations, and wonders. There is a reason that no real torrenting sites have used PayPal in 5+ years.
Except Paypal offers zero customer protection and often no recourse for things like this. In general avoid using PayPal outside of cases where protection is offered, its a bad deal if you have an issue.

So in this case using PayPal is exactly the same as using cash which is why they use it. You have zero consumer protections or recourse with your bank, PayPal or the merchant.
You might be right, but it would be a strange thing to say, given the context, if he didn't mean currencies like Bitcoin.
PayPal already has a wallet that can hold multiple types of currencies (https://www.paypal.com/cgi-bin/webscr?cmd=p/sell/mc/mc_intro-outside), so the fact that they are working on a new digital wallet, and the fact it was mentioned in this context, makes me think this might actually happen.
PayPal could easily become an instant leader in the Bitcoin space. Secure wallet, escrow service, off-blockchain microtransactions, and even exchange and trading. They could really be a massive force to be reckoned with.
I know a lot of bitcoiners love to hate on PayPal, and often with good reason, but there is definitely a need for such services. And honestly, with the way banks are working against Bitcoin, I welcome them to our corner of the ring.
I am hoping this gets enough outrage upvotes and people respectfully contact paypal or email paypal with their disappointment and concern about this issue.

I ship a ton of discs. 10~20 per week.
Print a label using paypal. Here is the link:

To ship a single disc, select First Class Mail Parcel. A label for an 8 oz package will cost $2.71.
Put the disc in a gallon sandwich baggy (You can get 75 at Walmart for $3). Tape the bagged disc to a piece of cardboard to brace it against bending in the mail. Slide the braced disc into a bubble mailer. (I buy bubble mailers in bulk online; about 25 cents each, but you can get them at walmart for about 50 cents each, I believe).
Tape your shipping label on the bubble mailer. Write "PLEASE DO NOT BEND" on the bubble mailer a few times for good measure.
Total shipping cost comes out to about $3.00 per disc for me. Maybe a quarter more if you can't buy bubble mailers in bulk.
If they are using PayPal for donations they are paying a massive vig. Paypal charges 2.9% + $.30 (source: https://www.paypal.com/webapps/mpp/paypal-fees ). Lots of people donate $2-3 at a time. 2.9% of $3 + $.30 is $.38, or 12.6% of the donation. On a $2 donation it's 17.5%. Paypal is not the platform for microdonations. Imagine losing 12% of your pre-tax income to processing fees. PayPal must LOVE Twitch.

You can't get there any other way except directly via the URL. There are no links from within PP itself, but you get the benefit of CommBase discounted rates.

Looks like there is exactly an additional 1% (over the normal fee) being deducted from the $250 transaction.

PP Cross Border Fees are 3.9% + $.30 for payments from outside the US.

I'm an admin on a MC server and we sometimes get people charge back for their donator ranks if we ban them for breaking the rules, some kind of attempt at retaliation i guess. They usually lie about what the money was used for, we tell paypal the truth and they get told to politely piss off as paypal don't care about digital/virtual stuff.
All the OP paid for was digital service, he didn't pay for a physical and tangible item. If the hosting company aren't total idiots they'll get his charge back rejected by just quoting the ToS at paypal and what the OP's money was for.
PayPal's absolute lowest rate, for businesses that transact over $100,000 per month, is 1.9% + $0.30. She's paying PayPal 2.9% + $0.30 per transaction, not 1%.

1% is not even a possible rate to offer as it'd be below cost. The interchange rates Visa and MasterCard charge to the processor (PayPal in that case) are as high as 2.4% for rewards and platinum cards. They can offer slightly lower rates than that because not all cards a merchant will accept will be the most expensive ones; the average interchange on the most common classes of credit card is around 1.65% + 0.10; for debit, since 2010, it can be significantly lower.

Hey everyone, PayPal closed the case because buyer protection doesn't cover for physical items that aren't shipped or payments where it's a multitude of payments paid in succession e.g. rent. I'm also getting him banned from PayPal because he does have a history of doing things like this to people and sometimes getting away with it.
For anyone who's going through a similar situation just read to the PayPal agent the buyer protection policy, assuming it's a non-tangible good and they will find the case to be in your favor. You just have to sound like you know the rules of their website.

Idk about the VAT situation but the PayPal surcharge goes against PayPal's ToS:

It's really easy to lift your withdrawal limits on PayPal, https://www.paypal.com/us/webapps/helpcenter/helphub/article/?solutionId=FAQ558&m=HTQ. I use PayPal all the time and I can withdraw as much as I want. They just have the withdrawal limit when you first sign up for it.
