Typically, if you are logged in to Facebook while you browse the Internet, Facebook knows where you've been. It's called a 'tracker' and most websites have some type or another.
I use Ghostery. It's a completely customizable blocker. You can block all trackers, just some trackers or completely whitelist certain sites.
You could have shipped that record USPS Priority with insurance included for $15 tops. You must have paid them to pack it for you or gotten some other type of premium service. That's pretty much the sole way that UPS stores make money, so there is a huge mark up for the service. UPS is a little more expensive then USPS but $46 for a record is ridiculous.
Do you hav more records to sell? Go to USPS.com and get yourself some free Priority mail boxes. Go to Amazon and get a giant roll of bubble wrap for $12. If you're really stressed about the records, go to home depot and get 8 feet of 1/8 inch backer board for like $10 and sandwhich the record between two small pieces. Priority shipping from Maryland to Washington will probably be $10 and includes $50 worth of insurance. Shipping supplies might cost you $2 per record shipped?
Seriously just don't use that service. Paypal is pushing it REALLY hard, even went to the trouble of rebranding it from "Bill Me Later". Paypal isn't a bank so they cant call it a credit card, but they want you to think it is one, hence "Paypal Credit".
They don't really care to make you happy if they can make the buyer happy even though the buyer may be a scammer. Unless you fight for it, you will always loose the cases. They have things worked out very well when the buyer needs to be helped, this a little but of a cluster-fu@k if seller needs help.

They paid as a PayPal guest. As long the transaction says eligible for Seller Protection (as stated in the email and on the payment detail page in PP), you're fine treating it as you would any other transaction.
Not sure exactly of the mechanics or timing of how this gets past the "must have a PP account" requirement.

This is now a PayPal transaction. PP has a similar Buyer Protection policy, so you're covered. You have 45 days to file a claim. So don't sorry about losing your money. Won't happen.
Was this best offer official, or was it done thru eBay messages? Then you bought the item at the higher price and the seller couldn't figure out how to adjust the listing or invoice, so he sent you on in PP? Is that what happened?
Did you receive an email with tracking notification? What does it say in the PP detail - is there a tracking number there? (Sometimes when a seller buys postage thru PP, an email isn't always generated -but the tracking number would show up in PP.) In the original listing, how long did it say for delivery?

As for the eBay cancellation request, the seller sent that so he could recoup the fees eBay charged him on the sale. There should be time frame on when you have to agree or not. Hold off as much as possible.
Of course, he could turn around and file an unpaid claim against you, but then I think when you call eBay and they see in the messages how he took the sale off site (they hate that), you'll be fine (you being new to eBay and all).

You should also sign up to Have I Been Pwned? and prioritise changing passwords to accounts that crop up there - they'll send you an email anytime your email address shows up in any sort of known security breach. Lastpass will help you avoid re-using passwords across different sites, which is the cause of a lot of eBay/Paypal fraud - they steal your details from some unrelated other site, try logging into eBay with those details, and off they go with your account.
I use the free Gixen service. I'm not a power user, but it does the job and I've never missed a bid. Regarding secuity, from the FAQ:

Etsy's a bear of a platform if you have as many listings as I do because everything is manual, unlike eBay and Amazon that have bulk tools for high-volume sellers. When you print labels and pay for shipping through PayPal or eBay, the cost of shipping is released from your pending balance shortly after purchase. Printing labels on PayPal and eBay is free. You pay only the cost of shipping the item.
It needn't prevent you from shipping. Shipping labels, fees, and the like are set up as Preapproved Payments in PayPal. You can set default payments separately for each individually, or for all. I'm fairly certain this is a different setting than the preferred payment method.

Counterfeits are one situation where eBay and Paypal policies deviate. According to Paypal's User Agreement, SNADs cases for counterfeits will result in the item being destroyed by the buyer, which makes sense since there's little reason in returning a counterfeit product if seller will potentially try to re-scam buyers. OP, you may want to open a case with Paypal instead of eBay.
You can only report a problem and dispute a payment once. So, if you dispute a payment on PayPal, for example, you can’t dispute the same payment on eBay.

IFTTT, you can use it with RSS feeds and it refreshes every 15 minutes I think. I use it with Pushbullet for mobile notifications, as there's a maximum number of SMS messages it can send per month limit I believe.
First try opening the case in PP in the Resolution Center. If you've timed out, then call PP - explain the situation, maybe they can still help you.
PayPal and sellers HATE when you file a cc charge back - it's more expensive for them to process. It should really be as the last resort. And it will end up costing your seller even more for ignoring your emails - bad business decision.
But, again, always keep your eye on the calendar. It's up to you to make sure you don't miss any deadlines.

Skrill is an Ebay approved form of payment. It's very similar to Paypal with far fewer fees. Since Ebay and Paypal are splitting up, I'm sure Skrill and other methods will become far more popular, and Paypal is going to have to learn how to play with the competition.

At this point I am a no-go. My only thought was that perhaps they use a different email for their PayPal than their eBay. (It's been so long since I set-up my account. Can you even do that?) I've had no contact from the buyer yet.

If you're shipping to the US, try a company like Chit Chats (they have a location in Montreal but I don't know how close to you). They will ship through USPS for you and it'll be significantly cheaper than Canada Post. They should have a price chart that will give you a good idea on how much something will cost to ship.
Get a Canada Post Small Business card on their website. It doesn't help much but it doesn't hurt to have it. You'll be able to send expedited parcels for the same cost as regular parcels.
If you're buying shipping through eBay, it'll make your life easier to have packing materials and a scale on hand. I bought this one and have no issues with it. The time it will save you at the post office makes it more than worth it.

You can get large envelopes at the dollar store but if you're going to be doing this alot, look for shipping supplies in bulk. eBay, Amazon, Uline, Staples, etc, all have some form of materials. Do some shopping around for the lowest rates. Just don't buy the supplies from Canada Post (probably the most expensive).
If you are going to use Canada Post, just get the dimensions and weight filled out on your eBay listing and use calculated shipping. As long as your measurements are accurate, the buyer will be charged the proper postage cost.

I was looking to buy a smartwatch and found it very cheap on ebay at a price of £ 9 compared to its amazon counterpart which costs £ 32. It is a scam? I find it strange that there is a big difference in price between ebay and amazon smartwatches and in addition other ebay sellers sell it at the same price as Amazon's. Not an expert, but have you tried logging in from an incognito/private window?
Any time I have a weird login issue, it seems to be a cookies thing and logging in from an incognito window does the trick.
I would also try disabling any VPN you might have running just in case, as they can interfere when trying to login to login to an account related to your finances. If your VPN has any advanced security features, like NordVPN has “cybersec” I would temporarily disable that as well before trying to login to PayPal again.
If that doesn’t work and you don’t already have the PayPal app on your phone, I’d download it and try to make sure that you’re able to successfully get into your account there.

Buyers can't use more than one resolution method to get a refund. After selecting a resolution process (eBay Money Back Guarantee, PayPal Purchase Protection, or requesting a chargeback from their payment provider) a buyer is required to use only that process to resolve the transaction issue.
If a buyer requests a chargeback from their payment provider or files a PayPal Purchase Protection dispute, any requests opened through the eBay Money Back Guarantee for the same transaction are immediately closed.

Did you apply the tracking number to the transaction on ebay and paypal? if so try to contact Paypal 3 days after the delivery was confirmed to ask them to release the funds to your account if they did not do it automatically.

This was a couple of years ago, but I remember reading about it before I hit 3k for the first time. When I went over that threshold, I noticed that it did not kick in automatically. I read that I had to convert to a merchant account, so I did that. There I found some link to activate it, but it kept messing up. I ended up calling into paypal CS, but I can't remember if he just confirmed that it was automatic or he did something to actually activate it. When I went from 3k to 10k, it automatically adjusted.

TIL: I need to become a bronze level power seller. They've been terrible for me.
Ex: Buyer received an item and left negative feedback immediately claiming it was "bigger than pictured". There were three pictures in my listing, all at different perspectives and other items included in photos for scale in the listing. I asked the buyer to send a picture to me of their item in the message center and they complied. I called eBay and asked them to compare the picture the seller took to the pictures in my listing and confirm that the item was exactly the same as pictured.
The response I got when calling eBay was that you can't tell how large something is from a picture and that they couldn't help me.

Now I measure every item I sell to the tenth of an inch and put it in the description.
This is what I ordered last, 300 sheets and I use 2 per card so it goes a long way. It isn't heavy duty but adds a little rigidity and is larger than the top loader so it protects from getting hit on the corners.

Do any of you use VPN's, specifically NordVPN? I have NordVPN, but I don't usually use it. I has given me problems on random sites, such as my bank, where it says the website it fraudulent. This is with a US VPN, too. Yesterday I had NordVPN turned on all day, and I forgot to turn it off. I accessed ebay yesterday via NordVPN without a problem. Now I'm just curious if any of you also have Nord VPN, or use a different VPN, and if perhaps that created a problem?

Yes but the auction ended as a Local Pickup so as far as I am aware you are not covered under seller protection. That it what you wanted to ask. The invoice makes no difference. It is simply a formal statement of what you owe.

That said, I would definitely prefer cash. Is it ok for me to ask for cash on pick up before the auction ends or am I stuck the way it is right now? It's not a huge deal because item isn't a bank breaking or anything like that but I want learn for future reference.

Here's a good way to test if it's fake. I've used h2testw to check a microsd card I bought off of ebay to test if it was fake or not (which it was), and used those facts to make a case against the seller and get my money back.

No, you can only block bidders from countries you don't ship to, people with violations, and people with less than 0 feedback, which doesn't happen for buyers any more. Just be aware PayPal is very aware of and spends too much time battling these people, they don't win if scammers always get their money back. I use Image Resizer for Windows to quickly resize a group of pictures. This will just resize the photos to get into whatever dimensions you need but you'll still need to crop or do any other editing you need.

I do know my market pretty well - but I definitely think that bidders in an auction get invested in an item and in the week they're participating that can push them a fair bit higher than they would go just looking at a Buy It Now - with Buy It Now's noone wants to pay the asking price, everyone's looking for an offer. Listed an item as a BIN for 2 weeks at £400, no takers, relisted it as a 1 week auction, sold to South Korea for £540
As for Ebay not being able to do anything, that's absolutely not the case, VPN's may mask someone's IP Address, but from all the information your browser provides every website you visit they can take all that information and generate a "Fingerprint" which virtually uniquely identifies you: https://coveryourtracks.eff.org/learn.
