First, sorry to hear that your car was stolen. That would make anyone feel awful. No one likes to feel like they're not in control - and being robbed of anything takes away that feeling of control.
Second, I'm sure you locked your car. This jackass most likely had a key fob range extender that just amplifies the signal from your house so the car thinks the keys are nearby. Auto manufacturers should be ashamed that their RF signals are one direction only, instead of a keyed bidirectional exchange, but oh well. I checked on my wife's new car (hers unlocks in a similar way) and there is NO WAY to turn this behavior off.
Anyways, anyone reading this should get a faraday cage for their keys to keep them in when you're at your house. This will prevent people from breaking in the easy way - like in this video. I also live in Federal Hill and have had mice problems in the past. The house next to us has had different tenants just about every year, and I like to think they are the ones attracting the mice. Regardless, one thing that I believe has done a great job at keeping the mice away is this. These just plug into an outlet that is not blocked and make a very high pitch noise that apparently mice hate, but is hard to notice for non-mice (dogs included.) We have one in our kitchen and another in the living room connected to the kitchen, and once we started using these, our mouse problem was solved for the most part.
If we do get a mouse, standard old mouse traps are the most reliable.
Avoid sticky traps as the mouse is just stuck there, alive, and it tends to freak people out.
There's a board game night the last tuesday of every month at Wind-up Space. The place is awesome, the guy who runs it is cool and they have Dominions, Munchkin and games I never heard of like Ascension and Ticket to Ride.
The promenade is awesome. Lots of runners and very flat so you can get some really fast miles. That's probably the safest in the city. I'm not sure how many miles you log a week but you can easily get a good 10 mile run out of running a loop of the promenade. There are also group runs a few nights a week. I recently started going to one in federal hill on Mondays and love it. I live up in charles village now so I run through Hopkins a lot and go to either druid lake or lake montebello. OK, so help me understand here. You say you work full time. If you don't have to pay the penalty you earn about $11k or less. That means you'd have to earn $5.73 per hour working full time to earn less than $11k - completely illegal by law. Minimum wage in MD is $8.75. So you have to be making more than $11k. The only other way you'd qualify for being exempt from ACA penalties is if the lowest price on the health care markets for coverage is > ~8% your income after subsidies which would be impossible, because let's assume in the outrageous event that health insurance on the market place cost you $1000. That means you'd qualify for an ACA penalty exemption if you made $12500 or less if you met the 8% rule - but we know that's absurd, because A.) $12500 is an extremely low income and B.) You're telling me that you can't come up with about $~80-100 per mo. for your own health? Let's find some priorities here. How about cutting out one bottle of wine/case of beer one weekend: $15-20. Skip lunch/eating out 3-4 times per month: $30 (assuming you're super cheap). Find a cheaper cell phone plan: $10. Skip buying coffee, tea or whatever 3x per mo.: $10. That seems to be a common thought, but prices aren't too far removed from Locust Point or Canton (which are mentioned as well). In the spring there seems to be plenty of places in the 300s (usually mid-to-high). Web developers in this area make an average of $64K, so I don't think that kind of price point is crazy.

So much there... Excuse me for going off here but this is my professional opinion: Programming is a difficult discipline. If your husband wants to do it well professionally, it'd be best to commit to a community college and get an associates degree. A summer's just not enough time to grasp it and expect to land a job that pays.
Here's the important thing: there are a ton of disciplines around IT. Programming is an important one, but its an equal among others. In a company of any given size there will be developers, QA testers, operations staff, design, and project managers. Each requires a different set of skills, and at the end of the day each gets a similarly-sized paycheck.
My advice is this. Right now it's important for your husband to identify what discipline he's suited for, and the best way to find out is to dabble a bit in all of them. You can get a virtual host from Digital Ocean for $5 a month. Get their cheapest plan. Figure out how to put a website live on the web. Learn how to install a web server, throw up a simple site, learn how to assign A records and CNAMEs. Try a more complicated site that uses a dynamic language (i.e. PHP, node.js, Ruby, etc...), figure out how to integrate a database (MySQL, Postgres, etc...). This is something that can be accomplished in a summer. It'll probably be shit, but it'll be his. If he gets through it, he'll get exposure to a slew of disciplines and better yet something that will fill up an empty resume.

If you come out of the harbor, follow the shoreline all the way around the Sparrows Point Steel Plant & Fort Howard, then fish around Hart Miller Island. Watch the fish/depth finder for holes, dips, or sudden rises in the bay floor, and fish around them. Also, follow the shipping channel and fish the steep edges. Striped bass and fat white perch should be hanging out looking for an easy meal.
Another spot to fish.... the supports for the Key Bridge. Striped Bass tend to hang close by on a strong outgoing or incoming tide. Use some fresh cut menhaden (bunker), or live-line a small spot.
I wish I had a boat so that I could actually follow this advice. My dad's boat has been out of the water for the past 2 years due to bad outdrives.

I second this. I ride the metro quite often and the Charles Center stop is MUCH easier than making the transfer to the light rail (which doesn't put you all that close to the Inner harbor anyway). One note though: There are two exits in the Charles Center station. The exits are about 2 blocks apart from each other, so keep that in mind so you're not confused when you leave the station. I'd suggest using the Fayette st exit and walking south on Light st.

Edit: I see. Apparently they are starting to ship the R6700v2 instead of the R6700. Hmm. I don't really know what to tell you do about that. The Nighthawk has been pretty widely regarded as the top consumer-grade router for the last couple of years. I'd be shocked if the v2 trashed that, but it's not out of the question. You could always spend more and get the R7000, which is a great device, or spend less and get the R6230, which is a perfectly serviceable device that most consumers won't max out anyway. Are any of these the v2 device? I have no idea. Amazon has an awesome return policy though.

I can't speak from personal experiences, but I've heard a lot about Betamore. Check out their 12-week academies. That said, if he doesn't know what he wants, it's worth him taking a free online course at Codecademy or similar website before spending a chunk of change on a summer program. He would probably get more out of a paid program if he went in with a basic understanding of programming, too.
I'm not a huge fan of just saying "audits" will fix everything. What exactly are you expecting to find? Some sort of "GOTCHA!" of a Politician or executive pocketing money funding lavish expenditures rather than the money going somewhere useful?

When you really think about it, these salaries just aren't that ludicrous. So it's not like we're 'wasting' a ton of money on people. I know to someone making $30,000/year $150,000/year sounds like a lot of money, and it can be; but around these parts? Shit that's upper middle class.

Casinos would pay the state 52% of its revenues from slot machines and 10% of its revenues from table games. That is a boatload of money. In July 2012 Maryland Live in Arundel Mills (alone) paid the state $23.7 million in taxes

Also check out Cunningham Falls State Park and the area north of Frederick around Thurmont. These are all around 1.5hrs out of Baltimore. For a shorter hike Weverton Cliffs or Maryland Heights near Harpers Ferry area great.
You could try Baltimore's Hostel. I've had friends stay there and they have mostly had good experiences.
At that price point and with that number of people, I'd really strongly recommend tracking down an AirBnB in or around the Federal Hill and Fells Points neighborhoods. Both aren't very far from the stadium. Do a little map research when you look at a listing and if you have questions, feel free to PM me or comment here and we can tell you if it's a good spot or not.

From what I have heard, it's pretty hard for a DJ to get into the scene in the Bmore/DC area. B.A.D.ass Raves every once in a while has the first two slots in every room open for new talent. They might be your best bet.

You can try Patapsco Valley State Park. Park at 4 Ilchester Rd, Ellicott City, MD 21043. Nearby there is an abandoned building, train tracks covered with graffiti.
Then you can enter the park via a nearby bridge (Grist Mill Trail.) Along this trail you will come across a dam and a tunnel. A river runs through the park and there's even a nice waterfall.

I have a few of those in my house. You can buy them at Microcenter in Parkville and they don't require any bogus "cloud" subscriptions or anything.
Basically you set them up and point them at spots that cover a decent area and then set up an old computer with something like http://www.ispyconnect.com
You can use that free software to monitor all of your cameras and record on motion. If you set them to save to a Dropbox folder, then your recordings are synced online so you have a record in case someone jacks your laptop or you want to check out anything while you're at work (and don't want to open a port in your firewall to directly access the camera from outside your home network).
It's a hell of a lot cheaper than buying some commercial/subscription security package if you (like many people) have an old spare computer laying around that you can set up as the "server".
There are also some interesting products currently funding (like Canary) that make it a lot more turnkey but they sometimes cost more and not all are available for purchase yet.
I figure a recording device is a good way to keep secure since people will always find a way in if they really want to get in and it goes a long way to scaring people off as well as identifying them if they actually do break in.
Yea it will work fine. We skipped cable, have an HD antenna, basic Comcast Internet and subscribed for the year to MLB.tv combined with https://unlocator.com and everything has been stellar, except for the Os some of these nights
LasikPlus with Sonny Gohl (I've heard he moved on to another). Both my wife and I did it. Mine was back in 2003 and I am still glad I did it. That said, there might be better technologies out there now, so I can't speak to that.
I have needed glasses to drive / see far for 3-5 years now, but it's still better than needing them 24/7, and I definitely was sufficiently warned this would be the case (I'm now 45 y/o). A pair of regular for night and sunglasses for day when out hiking etc. I can still legally drive w/out which is a nice fallback.
