Actually this game is spiritual successor of Total Annihilation, but if you want newer games it's Supreme Commander: Forged Alliance and Spring engine games: Balanced Annihilation, Zero-K
Spring RTS is open source and completely free so you can try those games. BA is like TA (and PA) and it's have "traditional" gameplay while Zero-K have lot more of different features and it's still in active development.
Hate to be a Debbie Downer, but Vista accounts for less than 3% of OS market share.
And that's not even taking into account the fact that most of those are going to be in the possessed by grandmothers and lazy enterprise IT. Steam DX stats show that it would be even lower, around 1.39% not including vista 32-bit users, who won't be able to run the game anyway.
Then take into account that these are going to be low performance machines not capable of running PA, and the percentage of users running Vista and playing PA will very likely be below 1%
Sorry man, it's time to upgrade.
/r/Pas__ used http://zero-k.info/ as an example.. so let's check that out.. They are at 1.2.8.11 (Sounds like that is after a 1.0 "release" version) and YET... "This release brings new UI features, further sea balance tweaks, and a lot of bugfixes." is this not what people are arguing with Uber about? Where is the moral outrage that they are making these kinds of changes and improvements after a release? Honestly people need to chill and get out and have some fun. I felt zero-k look toyish and PA looks rad.. but again.. just my thoughts..
Wait hold the only reason why the game isn't DRM free (meaning still requires internet connection to connect to Uber servers) is because the game is still in development so they need to gather system info and test their servers for the different build they release. Once the final version of the game is release you can be living in a cave with no internet whatsoever and still play the game DRM free. You will be able to play solo against AI and LAn with friends so slow internet won't be a factor!
"We're very pleased to make the following announcements:
Offline / LAN play support By popular demand we are happy to announce that we will support LAN play and running your own servers! There will be elements of the game that are online only and will only be available when connected. For example things like player stats, auto-updating, metagame etc. However, we feel it’s important to be able to have an offline experience as well.
DRM-Free For offline play, the game will be DRM free. For online play that gives you access to the global community and social features, you will need to be logged in."

I'm making it my goal to correct the Destiny = $500 million thing anytime I see it.
>http://www.gamespot.com/articles/destiny-budget-nowhere-near-500-million-bungie-says/1100-6420802/ For marketing you'd have to ask Activision people, but for development costs, not anything close to $500 million,” Parsons told GameIndustry International in an interview. “I think that speaks a lot more to the long-term investment that we're making in the future of the product.”
In other words, they're thinking $500 million over 10 years.
No you don't. If you did, you wouldn't have disabled the page file even with that amount of RAM. You are forcing the OS to make bad decisions with your unfounded fear for the life of your SSD.
And a good reference for the limits of page file size check this:

You really don't know what you are talking about.
Look around at pricing for a bare metal 32GB 1270v3 2x960GB SSD on 10Ggbs in a tier 3 or 4 data centre. [CORRECTED]
EC2 c3.8xlarge are slower not bare metal at $1.68 per hour excluding data transfer.

I actually updated my nvidia drivers again, did a full clean uninstall and a clean install and now everything works
I played my first game today of PA! It was incredibly. Is it supposed to be very newbie friendly? I would suggest the PA guys take some notes from Zero-K , a SprintRTS mod!
Did you do any testing on your rig with the added memory? Memtest86? I never add memory without some testing. I'm waiting a month or two before going to windows 10 because I always expect these kind of "growing pains" on new OS versions with new drivers. Sorry I know I'm not very helpful. I would run "process explorer" https://technet.microsoft.com/en-us/sysinternals/bb896653.aspx?f=255&MSPPError=-2147217396 and see what's going on.. also "process monitor" https://technet.microsoft.com/en-us/Library/bb896645.aspx
