It's an app developed by Samsung for Samsung devices, which gives you the ability to change the fps lock and resolution of the games you play. If you want to try, I personally recommend using an older version which also allows you to change the texture quality. Here's a link to it: click
Using game tuner I was able to bring RR3 from unplayable to almost satisfactory on my galaxy tab S2 (I'm picker than most people I guess)
Mercedes is the best, followed by Red Bull. The max PRs after maxing both driver and principal are:

These PRs don't account for tuning btw

If you are using a Samsung device you can use Game Tuner:
https://play.google.com/store/apps/details?id=com.samsung.android.gametuner.thin
All other Android users have the "RR Graphics" App:
https://play.google.com/store/apps/details?id=lt.mvbrothers.graphics
I also don't understand why the Monkeys don't have this feature in RR3.
I use the "RR Graphics" to both decrease (for WTT) and increase the graphics settings (for normal play and taking pictures/videos).
version x.x is purely naming convention. Whether it goes from 7.1 to 7.2 or 7.1 to 7.1.5 they are treated the same. They could just as easily gone away from the decimal place and just done v8, v9, v10. The only difference between going from 7.1 to 7.2 and 7.1 to 7.1.5 is that a full number jump is a 7 week update, and half number jump has meant a 3 or 4 week update.
All release notes are here. https://www.ea.com/games/real-racing/real-racing-3/news . no need to dig as they're available to read from there.

Haven't had a PC in a while, imho would be fun to play with a wheel and pedals instead of Tilt-B
It seems to be available on the Amazon App Store:

It is hard to know without an official confirmation, but EA maybe removed that specific model from the compatibility list.
With this app you can see which cars are needed for which series.
