Here it is 'sweeping' in from a lower frequency: https://vgy.me/bb9hsj.png .
Prior to the above image it did the same sort of 'sweep' a couple of times. I wasn't initially paying much attention to it as I was trying to capture audio of another signal.
It kept going for at least 30 minutes, the signal strength did not appear to vary, however I did not see how it finished.
There are some seriously strange radio transmission recordings to be found on Shortwave Odds & Sods Transmissions 2. Check out the one called UNID 11980 USB 2244z-2310 06-03-14. I have absolutely no idea what that might be, and would guess some sort of interference, but from what?
Sounds like someone has a Part 15 type FM transmitter connected to their phone. Something like this: https://www.amazon.com/JETech-Wireless-Transmitter-Phones-Charger/dp/B00URUJWPW/
You're first hearing interference from the USB charger circuit. Then someone starts playback on a mobile device.
Trying to triangulate a signal on a bearing? I was going to try this android app, but haven't had a chance yet:

You know what I find kinda funny? When I change the link from .co.uk to .com, I get the exact same product, and almost the exact same price number (£63.69 vs $64.95 US), but £63.69 is is equal to about $86.50 US. But thank you - it's still a lot less than I thought!

Okay. Here's a couple bits. Freenode is a fine network choice. You will need to do a few things:
It's the folding dipole antenna that comes with the complete package offered on amazon, though not fully extended. As for the low noise floor, I just adjusted the gain on SDR# like a responsible adult.
