VPN works like this. I use TunnelBear. There are many good ones. They bill by the month or have full year for around $50 US or month to month at approx. $8.00. Very easy to stop. You open your VPN and select your desired country. Then open your browser. If that country is broadcasting something you want to watch, the VPN uses servers in that country so you are considered local to that country. Navigate to the stream you want (EuroSport, CBC, SBS) You're in. For the BBC, I believe I needed to affirm (for Olympics) that I had a television license since that is how they broadcast in UK. I think I needed a postal code but not a license #. As stated, I felt bad and would have paid any reasonable fee to them (or any network).
I was able to get NordVPN and GCN+ for one month. NordVPN was $16, and GCN was like $13 and change. So around $30 to watch the tour this year.
I tried GCN+ with NordVPN and it works!
