Hm...well, before you read anything in this comment, keep in mind that I am also a technical person and have ZERO experience in this matter. But I'll give it a go pretending I'm in his position.
I would approach it as a typical technical problem I'm facing. First, what does the company expect from him? To generate new contracts? Or to finish things already signed? To seek new markets?
Whatever the answer is, I think he has to focus on two things:
Having that in mind, he also needs to handle all the bullshit office politics and make it possible for people to do their jobs. This, in my limited experience, is the main difference between good and bad managers. Good managers enable people to their work, removing distractions. Since he is introverted (I am too, so I understand his position), that might be a problem. He'll have to work on those communication skills if he is to continue doing that job. Maybe buy a few good books? Like Peopleware or something like that?
But in the end, I think the best advice I can give is for him to sit down and analyse the problem. Break it down, write down what's bugging him, and the possible things he could do to solve them.
Like I said, I have zero experience on this, so these are just my thoughts. I think the situation he's in is probably typical, filling a technical position for that long, and then being moved to something completely different is no easy thing. It also reminds me of the Peter Principle, but don't tell him that :P

In your position, I would do the following. First, tell your boss that they should triple the amount it will take because you have never worked with this code base since it wasn't mentioned in the described job.
If you had the experience, you could give them a better time estimate, but since you don't have that, it is wise to be mindful of unforeseen consequences. Experienced developers will understand this. It will probably only take double the time, but sometimes factors outside your control can sabotage your process.
Then you could implement ultra-learning principles to speed up the learning journey.

I am probably the ideal person to respond to this as I have encountered this type of manipulator. Firstly, I would say, always remember that HR are there to protect the company and you will always be secondary. I learnt this they hard way! I would disregard the bullshit from HR. I guarantee you that if the situation was reversed they may have treated you harshly. The manager you have described seems like master manipulator, be wary of these people as they 100% want to push your buttons and may wish to sabotage your career. Yeah, I generally use earbuds, and store my mp3s on my work computer. I alternate between actual music I'm listening to, and music that functions as white noise, or actual white noise in the form of the audio of waves crashing on a beach from youtube. You could also use a waterfall, or a river/brook. Heck, I think I even made an mp3 from rainymood.

There are also college courses available simply on how to manage people. You might consider starting with the Great Courses if you don’t want to commit to a semester.

I always write down my top 3 tasks of the day each day to make sure they are in my face and prioritized. It's so easy to just wipe it off or cross it out, then start fresh each day. I even bought fun colored markers to spice it up. Seriously, one of the best things I've ever used (been about a year now, and still holding strong!)

Keep your eyes open for a business idea you could actual execute on, and develop a broad set of skills in the meantime so you can open up the number of avenues available to you.
It may take some number of months or years to come up with an idea that's even worth an earnest attempt, and even if you try, you may still fail.
Many people don't have their big break until well into their 30s, but this only happens if you strive actively, not if you wait passively.
It's a dream that will take years to realize, and may never be fully realized, but it's easier to make the decision to try and forge your own path than to accept the prescribed one if it makes you miserable.

Try this book. You basically have to sit down with the person and nicely remove all the barriers for why they have not done that thing. Then set a time line, one week? Meet in one week and review progress.
