Seconded on Davinci Resolve for a free option. It's fantastic software especially considering it's free. Even that aside, it's pro-level software.
If you still want to stay in the Adobe family though and want a free option (with less features), Adobe also offers <strong>Premiere Rush</strong> for free with a starter version.
That said, even despite the work being done for a non-profit use, sharing CC subs is still piracy. So to prevent you from getting in any sort of trouble, consider the above two options.

Well, iMovie (mobile & desktop) is free, you can disable iCloud (any recurring costs) so I wouldn't worry too much about that if you did cave and elect for an iPad or some such.
Pretty sure you could use Adobe Premiere Rush free tier, but it is a little less kid-friendly than iMovie IMO.

For the record, discussion on piracy is against the rules of the sub, but considering this discussion wasn't intentionally meant to revolve around it, this one can get a pass. That said, that is where the conversation will have to end as far as pursuing cracked software goes.
With that in mind, my suggestions would be to either:

For on-device video editing, LumaFusion is extremely fully-featured, and allows for all kinds of video scaling. Premiere Rush should get you most of the way to your video resizing needs, though. Neither one handles "anamorphic" conversion by name - but you can do horizontal / vertical video scaling.
On microphones, my understanding is that for many (like this one) they directly replace the microphone at the operating system level. In that case, it should be picked up automatically by most recording apps.
A mic is still on my to-buy list though, so I can't speak authoritatively.
The absolute best is Adobe Premiere Rush. It has android and ios apps and does a LOT. It's also above your budget - depending on the deal you get it will be about $10 a month or so. Initial use is free.
For web (and android app too), the best is wevideo which works out cheaper than the Adobe option.
Though they're both monthly $$, too much for regular use.
If you have an ipad/imovie, iMovie on that is cheap, fast and great.
ChromeOS really needs a web based video editor which integrates with google photos to grab media and does a simple timeline and cuts to join together clips.
