Currently there are no blocks included for characters, you can see which collections of blocks are in over at the FAQ section. This might change in the future though, each update will add more features and content. Rigging or animation won't be in, you'll have to do that in the game engine or modeling software of choice.

Focus on learning the programming side. Unity has absurd amounts of tutorials, and when you start needing art, the asset store is a really great resource.

Really, though, learning the engine and coding will be a huuuuge part of it.
just to name something different then the typical 3D modeling software, there is also KennyNLs http://assetforge.io/ which basically lets you build models from predefined (or optionally created by you) building blocks like Lego

I'm not one of those people. My art and code are crap by any objective standard. That's how I know how time consuming it is to make it well, and why I recommended Blender (for which there are a lot learning resources) and AssetForge (which could make every asset in this game with no artistic talent whatsoever).
I didn't start by shitting on him. I started by trying to initiate a dialog. I switched gears when he made it clear he isn't interested in constructive criticism because this game is a throwaway summer project. That's why I'm not even all that worried about pushing for a better product. The dev doesn't want to make a better product here. He wants to finish this and move on with his life.
