Cinema4D is a full 3d animation package, with everything from character animation tools, multiple high end render engine options, 3D motion graphics, physics simulations, and everything in-between. This is a good example of what C4D can do, in terms of 3D motion graphics.
After Effects is a quasi 2d animation/compositing package. you generally take 2D elements (often called "plates") and layer them ontop of each other in a "composite image" kind of like photoshop - but for movies. It's also used for 2D animation in motion graphics. So for example This kind of motion graphics is After Effects. It doesnt do real 3D on its own without a plugin like element 3D, or in conjuction with another application like C4D.
Cinema4D is a full 3D animation software package made by a company called Maxon, based out of Germany. It's like Maya or 3DS Max or Blender. Its for making, animating and rendering 3D content. It is especially popular in the Motion Graphics industry - so things like the Daredevil opening credit title sequence or the FOX sports 3D animated show graphics... that kind of stuff is generally made in Cinema4D.

Because time is the 4th dimension, and its made for animations (which happen over time). Thus it is unlike somthing like zbrush the defacto standard in digital sculpting... where you can make 3D content, but you can't animate them. So C4D can do 3D + animation (time) = 4D.
TL;DR - Its just a name.
I wrongly assumed it was a digital drawing on first look, but you were actually correct that it's CGI. Artist's instagram (posted above, but here if you missed it) says he uses Cinema 4D and Octane to render these
