LSU, the school responsible for the facilities, convinced FEMA that the building ought to be a total write off and was effectively useless... despite being nearly ready for a limited reopening. For whatever reason FEMA complied, granting LSU a significant larger payout that they otherwise would have received, essentially funding building the current LSU downtown medical buildings. And Big Charity sits in the center of the downtown area now, vacant and unused

I think your information is a little out of date. Conditions had improved massively since the famine of the 90's. Domestic crop yield has doubled from the time of famine and NK has experienced sustained economic growth over the last decade. International organisations (WFP, UN) that monitor that sort of thing have reported a steady decline in infant mortality over the last decade, this suggests North Korea is now on par with most most developing nations with regards to nutrition and health.
Conditions are far from rosy and NK is still the poorest country in SE Asia but from this comment thread people are clearly still under the impression that North Korea is a destitute, starving country with the streets running red.
