It’s all parts of the service host broken down item by item. Most everything in your screen shot checks out.
In rare cases, being way out of current windows update can bloat some of that.
Cortana if active can also bloat some of that.
Windows defender is actively doing something to the file system can bloat some of that.
And if windows is installed to an antique drive talking to newer ssd + drives and vice vesa can bloat some of that.
The “load” in general thou checks out honestly.
If your on 8gigs or less of ram, this could also make wonky things happen in the current state of win 10 and various services.
And like the other guy said, windows knows what it’s doing.
Use cleanmem. You can purge the file cache and memory on call, games running etc.

Yeah it's not like Windows reserves 20% for itself or anything.
Install this, let it run in the background (always). Also change the virtual memory parameters, 400 minimum, 12000 maximum.
These fixed it for me, they might for you, or they might not.
PS: Self Radio eats all the memory in less than a minute.

That was the issue in my case, as well as a lot of other people's cases. Rockstar flooded the game with so much garbage that 8GB of RAM just isn't enough anymore. Proving that there is such a thing as too many updates, if only these idiots would listen.
Anyway, what fixed most of the stuttering for me was a free program called CleanMem. It purges the memory every so often (or on command) to keep the other programs from reserving too much memory. You can get it here, it starts off as a 7 day trial but you don't need it, the main feature is covered in the free version.
Game still stuttered a bit even with CleanMem. I drove a final nail in it's coffin by changing the pagefile size, but you should just try CleanMem first. Better not mess with the pagefile values if it's not necessary.
Anyway, V-Sync and Fullscreen Windowed mode are also known to cause stuttering. For V-Sync, disable it in-game and force it from your GPU's control panel.
EDIT: If you have the game on disc like me, you can also reinstall it from disc and block it in Firewall to prevent it from updating, assuming you're only interested in Story Mode and don't care about GTA Online or any of the new stuff that was added post-release. The game runs waaaay better without any updates installed.

The folks over at S.T.E.P. recommend it. I was skeptical at first - as 3rd party memory managers are usually death, but I gave it a spin.. and I was able to see a marked improvement in resource utilization. In Skyrim Performance Manager, while standing on the steps of Dragonsreach, my RAM usage would creep up over around 2.6 gigs (dangerousely close to the 3.1 gig limit). If I linger a minute, and cleanmen cycles (I have it set to 1 minute -vs- 5 minutes), that number drops to about 345 MEGS.

This helps some but not all, and there may be a clue to the underlying problem in that. If I knew anything about coding at all I might be able to help, but alas, I do not.
Some apparently knowledgeable people in that thread are saying that it's a memory leak and in inefficient 'garbage dump' cleanout system (don't ask me what that second one means..) that work together to ruin the game in this way over time. They've said that some mods that use UI listeners (?) can make the issue worse, perhaps by contributing to the amount of memory that is held by things no longer needed. This would seem to explain why the list of mods that have been associated with the bug is strangely long and not the same for everyone.
If the underlying memory leak issue isn't fixed, then for many systems the game won't be able to handle the big mods like LW2. Some people have reported some success using Cleanmem , which is a program that cleans out the memory for you. I have not tried it myself yet as I just read it in the thread last night before sleep.
But back to config -- part of this issue may be old mods that haven't self updated. At least one person in that thread reported success dumping all mods, deleting cache in documents/mygames, verifying files, and then reacquiring the mods. I'm going to try this before trying Cleanmem to see if it works, because I had not played XCom2 for many months until I heard LW2 was out about a week ago. I did not have the problem at all before, though the game would sometimes crash when the screen looked as it does just before it sends you under the Avenger. I have a hunch that was the same issue, it just wasn't as bad on my system then because I did not have a mod as large as LW2 at the time.
I realize now that your post was made a couple weeks ago, but I'm leaving this comment up so that I can use it again in a newer thread. Maybe someone will find it when searching and it can help them.
