I think it just seems short because it's so good. The median time to complete the campaign is ~30 hours according to that site, and that's longer than most AAA games these days. GTA IV's average time was about 28 hours, 33 for San Andreas, 21 for Vice City, 17.5 for GTA III (all from the same site), so it's actually longer than any of them except for San Andreas (which was bigger, so it probably padded out the time a good deal just travelling in between the cities).
It's also better than most AAA games these days, though, so it does feel short just because it's so enjoyable.
I'll just recommend LastPass. It can generate extremely secure passwords (up to 100 characters in length) and save them for you. I believe everybody should have this installed as priority.
OBS is probably using a CPU-based x264 encoder by default, but under Encoding settings, it can be configured to use nVidia's NVENC just like Shadowplay.

Yesterday I was able to get rid of the stutters and the D3D_INIT error by ramping up the fans of my card.
I changed it using msi afterburner, after it hits 50°C the fans climbs up from 40% to 100% when 60%, I also opened my case and used another fan to make it cooler. Extreme measures, but I can now play with constant fps at 1080, before I had to downgrade the resolution and the temps were at 75°C.
Also I disabled shadowplay, steam overlay, msi afterburner monitor, so I can't see my current FPS, but it looks smooth, and no stutters.
I also use Remote System Monitor, to keep track of temperatures without the need of an overlay in the game screen.
Only if you format your PC, your GTAV savegames are in your My Documents\Rockstar Games\GTA V folder, backup this folder to be safe, if you ever forget to do it, you'll loose every progress, best way to avoid this, use http://www.gamesave-manager.com/ and link your saves to a dropbox or any cloud storage service of your choice using their sync and link from the Gamesave Manager thingy, peace of mind after that.

OP, don't listen to these guys. Get a prebuilt and save yourself some headache. Yes, you will overpay a little bit, but unless you're really savvy and patient with PC component shopping, you might end up overspending just on shipping and other shit like molex cables and fans that you didn't think about.

Well now you know you can't just move files around. They need to be where you installed them because that location is recorded in config files and windows registry. This goes for 99% of software that is put in place by an installer starting way back with Win95.
Creating symlinks is somewhat an advanced topic. But pretty much its a placeholder(like a file) that sits in one place in the filesystem; but is referenced from and written to another place in the filesystem... this is not a simple shortcut.
So you want to make the original folder location (C:\games\rockstar whatever) the placeholder and point to your new location (d:\rockstar whatever) ... It's possible I have that backwards.

If your CPU usage is at 100% then your CPU is bottlenecking the GPU.
I wouldn't expect a third generation i5 to do that..but I checked CPU Benchmark and its on par with an FX-6300 (aint that great). Maybe a CPU upgrade is required if you want higher fps.

Since Rock* hasn't released the specs yet, you can test your PC on CYRI, on Max Payne 3 (since it's the most recent Rock* PC game), and on GTA IV. If you pass the minimum specs for both, there are high chances that you'll be able to run GTAV.

CJS-CDKEYS provide a torrent with cd-keys they sold. I used their website before and had no problems. I guess you can use their torrent file to download files.
People playing the game on Steam and the game using Steam/Steamworks as DRM/Multiplayer/Distribution are 2 different things.

Install this, let it run in the background (always). Also change the virtual memory parameters, 400 minimum, 12000 maximum.

PS: Self Radio eats all the memory in less than a minute.

That was the issue in my case, as well as a lot of other people's cases. Rockstar flooded the game with so much garbage that 8GB of RAM just isn't enough anymore. Proving that there is such a thing as too many updates, if only these idiots would listen.
Anyway, what fixed most of the stuttering for me was a free program called CleanMem. It purges the memory every so often (or on command) to keep the other programs from reserving too much memory. You can get it here, it starts off as a 7 day trial but you don't need it, the main feature is covered in the free version.
Game still stuttered a bit even with CleanMem. I drove a final nail in it's coffin by changing the pagefile size, but you should just try CleanMem first. Better not mess with the pagefile values if it's not necessary.
Anyway, V-Sync and Fullscreen Windowed mode are also known to cause stuttering. For V-Sync, disable it in-game and force it from your GPU's control panel.
EDIT: If you have the game on disc like me, you can also reinstall it from disc and block it in Firewall to prevent it from updating, assuming you're only interested in Story Mode and don't care about GTA Online or any of the new stuff that was added post-release. The game runs waaaay better without any updates installed.
I'd recommend installing "Display Driver Uninstaller", then reboot to Safe Mode, run DDU (Choose the "Clean and Restart").
Boot back into normal, install latest drivers.
yes, go into control panel, uninstall programs, find Catalyst Control Center iirc, uninstall (i choose express uninstall). then restart, download DDU (display driver uninstaller) and run the program, it will restart in safe mode and them you can remove any remaining files in the program. once you have finished that and restarted, install the new drivers. i do this for every driver update and ive not had an issue with driver since following this procedure.
Either they made a deal with Rockstar or they are leaking the official standalone installer before any torrent site or any P2P service, 0Day group etc had the game (which are just the files directly from Steam or Social Club and not the installer).
I also had a problem like this and I solved it by using a VPN. So far its the only fix for the problem. I am using TotalVPN but there are many other VPN services out there, just experiment and find one that suits you best. Hope this advice works for you.
Yeah, same here. Started off fine, then went down to 500, then dropped to about 18kb/s (usually get 2mb/s on Steam). I'm assuming I'm downloading from Rockstar's UK servers and they're overcrowded.
Only thing that has worked for me is to connect to a US VPN and download it that way. Using Private Internet Access, getting my 2mb/s speed on it.

What worked for me is to tweak my gpu fans.
Before this I had to play at 1600 x 900 and had some stutters while driving, GPU at 75°C, now I can play at 1080, GPU at around 55°C.

In this test period I reverted to 350.12 drivers (I booted safe mode with display driver uninstaller before installing 350.12) and the graphics setting are the same as what I normally use, which is the assigned default for 1080P on 770, except anisotropic filtering is turned OFF from x16 and post effects is set to normal.
If space is an issue, you can use symbolic links to make a "User Music" folder that is actually on another drive.

I ended up getting sick this past week and since I was home I decided to purchase GTA V. I went to steam to finally pre order the game and was a couple of hours late to get the early version of the game. I decided to go to https://www.g2a.com/ and picked up a pre order key for $60.00. Everything was going great. I got the "Grand Theft Auto V + Bonus (1.350.000$) ROCKSTAR CD-KEY GLOBAL" key, went to the social club and activated my key. The key came with the steam version and a bunch of extras. So I figure I was on the fast track. Well, I downloaded the installer and installed the setup. Once the setup started it asked me for the key to activate. I put in the key that I had and then it said that it was already in use. So I then tried to activate it in steam since they said that steam version came with the key and that didn't work either. I have now opened up 3 tickets with Rockstar Support and I just barley received a response back from them from the first ticket which was submitted 3 days ago. The tech was "Level 1" and asked me for information that I had already had in other tickets. Needless to say the issue has still not been resolved and now my ticket is listed as "Closed". I'm super frustrated with the level of Customer Service / Technical Support I and other people are receiving! I'm feeling screwed out of $60.00 and this is the second copy I have purchased. The first on being on the Xbox ONE which was a must more pleasant experience. So, has anyone else experienced this complete lack of support with this company? Can we as a community help me and other people get these issues resolved?
If he's got an EVGA GPU then tell him to download PrecisionX16, but if it's any other just get MSI Afterburner. Just an FYI, MSI Afterburner will still work with an EVGA card if he doesn't like PrecisionX. Anyways, he can then create a custom fan curve. Make sure that he's got the program open when he's gaming, or you can just tell the software to open on startup of the PC so it stays on. If he's got two monitors hooked up, tell him leave the MSI/Precision window open on one and GTAV open on the other. Monitor temps and VRAM usage carefully.
You may want to get your hands on an older directx version, think that file is part from an older one so the current version web installer may not want to install it, if you're willing to trust me, here's a rar version of the whole package, just use dxsetup.exe and install everything, you can even see a .cab name with the file you're after in that so you can be sure its ok and good, can't remember where I grabbed that package first but it solved a similar issue I had with another game, and hope I won't break rules by publishing a mediafire link here :

I think it's similar to my rig. CPU is AMD Phenom II x6 @ 3.2ghz, OC'd to 3.6ghz. GPU is Radeon R9 280x 3GB.
I can't get a steady 60 FPS yet. More like 40-70, even when everything's at the minimum with a low resolution. Game runs at similar framerates even on High, Very High, MSAA and other settings. That tells me there's a CPU bottleneck. I haven't played much since the latest patch that fixed the GTA5 Launcher issue and this post, so it's possible the CPU bottle-necking has been resolved.

Just a note, to avoid a horrible looking effect when you look at the motion blur through a car window, I've set it up to completely disable motion blur in first person mode. It works on foot and in any kind of vehicle, just only in third person.

Rockstar provided the files to cjs-cdkeys (according to them). I maxed out my internet (75Mbps) testing the download so it'll be pretty fast I'm guessing.

Just one thing that could be worth a mention is that it seems R* are just sitting on it and not "testing and polishing" at all. As of writing this post the last update to the game according to SteamDB was on the 7th January which was 6 days ago, and saying the game was not delayed to then state it is delayed 3 days later also grinds my gears.

I don't disagree with this theory completely (It definitely is a possibility) but I highly doubt that Rockstar is going to pass up the opportunity to sell on Steam. The best solution is http://www.gamesave-manager.com/, there's a function called http://www.gamesave-manager.com/?s=support&c=synclink which allow you to put the save folders in any cloud synced folder of your PC, I use dropbox but you can use any free service you want, if you do the same on both PC, the save will always be up to date with the newest one.

I suggest you use Gamesave Manager http://www.gamesave-manager.com/ and use the sync and link to put all of your gamesaves into a dropbox/OneDrive/Google Drive folder so everything is synced to the cloud, you don't even have to run the program once the links have been created, it will go in the cloud by default.

how much ram do you have? which edition of windows? have you tried lowering the directx version from within the gtav graphics options? are you using postprocessing of any kind including but not limited to fxaa, msaa, morphologically filtered aa, transparent texture aa, anisotropic filtering, vsync (is it On or Half ingame, and is it forced to On in your AMD/NVIDIA drivers' control panel?)? whats your refresh rate? are you running on a normal hard drive or is this on an ssd or other high end storage medium? if it's a normal hard drive, what's the RPM of it? what's the manufacture date on it - you can check this by pulling it from your case and reading all over the stickers and shit
other things to think about include antivirus exclude (you've done this right?), opening windows firewall with advanced security and using the menu to restore the default policy, then reboot, reinstalling the redistributable extensions necessary for gameplay located at C:\Program Files (x86\Steam\steamapps\common\Grand Theft Auto V_CommonRedist, try using DDU http://www.wagnardmobile.com/DDU/download/DDU%20v15.2.0.0.exe to fully wipe your graphics drivers and then reinstall them. try running a forced re-check of the local files in Steam. if you have ever modded the game and then cleaned it up by hand, remove each of the files in steamapps\common\Grand Theft Auto V EXCEPT for the large files that are all 196MB+ (they are all bigger ".rpf" files) then force a recheck, try reinstalling the social club from steamapps\common\Grand Theft Auto V\Installers
...or try formatting your machine and reinstalling GTA via download from Steam again.

What's the deal?
The issue might be with Windows 10, I'm having a similar problem with GTAV and Quantum Break after this new Anniversary Update and other people are reporting it too, as you can see here.
I just finished running Windows Repair and for what I could test the issue might have been fixed for me, if your problems are similar to the ones in the thread I linked you might give it a shot.
If you're concerned about hard-drive space. You can use Link Shell Extension to create "Symbolic Links" which basically acts like a fake copy of the file.
eg. Dir_A/File_1.dat = Real File Dir_B/File_1.dat = Sym Link
When the program tries to access Dir_B/File_1.dat
it will be directed to Dir_A/File_1.dat
instead.
So your structure should be: create SymLinks of all your GTAV folder in say GTAVSP, drop your ACTUAL mods in GTAVSP (not a symlink). Then when you start GTAVSP it will use the original GTAV files for the game, taking up no extra data, and the mods folder from the SP only folder.
But as far as the game is concerned, everything is in the same folder.
You really should consider moving it to your SSD. The stuttering is most likely because your spinning disk is struggling to keep up. Also go to http://www.hdtune.com/ and run a speedtest and let us know the results.
Grab GPU-Z and let it run in the background as you play. Look on the Sensors tab for any frequency drops, high GPU temperature, or spikes in memory, memory controller or video engine load.
Just adding the Technet Process Explorer address. Chip.de seems fine but many third party sites have been using bundling installers that install crapware lately. Grab from the source when you can.
If you are fullscreen it won't work. I do it with Windowed fullscreen no border and then use lightshot
