What I linked to are the "Classic Versions", i.e. the older ones.
Check out the main page for the newer ones, especially Clonk Endeavour from 2004, which has nicer graphics.
I just saw that all of the Clonk games are free now! Sweet!
Clonk Rage looks like a simple worms game but there's a massive amount of depth to it.
A Tale in the Desert is an MMO with so much detail that you can never do everything in one telling (the servers start over every few years)
For 2D try Clonk Rage (Freeware/Abandonware) or the new version OpenClonk (Open Source).
You can build stuff and manipulate liquids like water and oil. The liquids interact in the map like "normal 2d liquid".

People are saying it looks like terraria. It actually looks more like "Clonk" the only game that came close to the gameplay found in Minecraft, years before it was even conceived.
Germany: Clonk
Actually it is in my eyes the predecessor of terraria and maybe even Minecraft, since you could have huge generated maps and almost everything was destroyebal. Also a mod beast from my point of view: http://www.clonk.de/
Clonk Rage had a few maps with balloons in them, but it was more worms-like than a classic 2d platformer.
The only other 2d platformers I can think of in that time-frame are FEZ and Braid but they don't really fit the description.
So this ones very wierd but i'm just curious since you once stated it might have started with a C. it looks like this game series though has never been on steam though. it seems you control or order around multiple people at a time so that could have given it that mmo appearence, and also has multiplayer and it's by German devs

I'm not a 100% sure, but I think you can set this in one of the C4 scripts.
See the documentation here: http://www.clonk.de/docs/en/sdk/script/index.html
You'll just have to find the one where player abilities are defined.
A rather obscure set of games I came across when I was 11 or 12 were the Clonk games. They were made by a German company, and were side scrolling action games. Various different scenarios with different goals. A large component was a digging/mining feature for materials like gold and stone. Multiplayer skirmishes both online or local, or cooperative game modes. Included a large modding community at one time.
All versions are still available for free at Clonk.de. I recommend Rage as it's the most up to date version, but Planet was what I played with my friends the most. Same thing, but Rage included an upgraded physics engine and better graphics. There was a 3D version in the works but all development was halted indefinitely, which I think was for the best as it wouldn't have been true to the Clonk playstyle.
Small modding community still exists at the original website ccan.de. It's mostly German but there is an English option for the interface at the top.

Loved this game as I was younger. Sinple game. You get toons that can run left and right, pick up by move on some, throw it or dig the ground for more. A simple map example is "shark Lake" where both players get a house (for heal and respawn) on a hill with a lake full of sharks berween. Goal is killing the other one, but there are diffrent ways to get over or under the lake, or even defending by set a boat on fire.
Cause of the development mode, players can create own maps and items. Soon there were scifi maps with laserguns and flamethrowers, but also castles and horses to ride. The goal if the map isnt deathmatch each time, some have economic goal, build bridges to collect gold. Or a survival map in the cold ice, or maybe deep in the sea? This game has so much possibilities
Sad they stopped developing a 3d version. Maybe cause it always was free game, but pay to unlock devmode, bad buisness model. But the 2d oldschool version is freeware now. You can also play up to 4 player spliscreen with one keyboard!!!
If you don't mind playing older games (and if you do, why are you here?), I suggest CLONK: http://www.clonk.de/classics.php?lng=en
I have linked to the "Classics" page, because in my opinion, Clonk Planet is the best version, but the most recent ones are free as well.
It supports Co-op or competitive play, locally or via network/internet, and as far as I remember, also in mixed mode (four players with two PCs, for example).
i do not know if anybody outside of Europe ever heard of it, but back in the day I was fan of a popular game called Clonk. It was my Minecraft before Minecraft and had a great Community, but alas it did not age well as time passed. An announced but never finished 3D version of it was the first sign of its downfall and this year the official Forums are closing for everyone. There ARE still o e or two games to find, but the fun days of it are over.
You can check out the site here ( http://www.clonk.de/news.php?lng=en ) and look at it yourselves. They have released the source code for their last game and made it free if I recall, so that others can pick it up and maybe carry on its legacy
Everytime someone wrongly claims Terraria to be a clone of minecraft I cringe and redirect to Clonk.

Terraria is surely inspired by minecraft, and surely used it for marketing, but barely a clone of minecraft.
Here's some fun ones not mentioned yet that I've spent many hours with:
A Tale in the Desert (MMO-free demo)
Puzzle Pirates (MMO-free)
Clonk Rage (free demo)
