I don't use Chrome. But I use NoScript, uBlock Origin & Enhancer for YT which seems to block every ad on YT. >!You prolly still get those Youtuber shills product intro ads, but I dunno if there's any way to avoid those, short of skipping intros? Or be more selective about YT channels?!<

For another way to clean up your web experience, I'd also recommend installing uBlockOrigin as a plugin to your browser of choice. I've found use of the internet without robust ad-block to be a cluttered mess and nearly unusable. Other adblocks have failed me, but uBlockOrigin does the trick.
I also recommend YouTube Enhancer as a browser plugin to block YouTube ads as well as a way to add useful features to YouTube.

As BDE said, there's no point in reinventing the wheel when someone's already done it for you, I too use Enhancer for YouTube™ (main site) and highly recommend it.

I have Enhacer for Youtube as a plugin. It is great, because it makes not only the viewable area better, but can also turn off autoplay and a LOT of other settings. But just for those two reasons it is well worth its price of 0USD.

Hey! I use this extension, which has options to block ads, cards, pop-out the player, etc.
Directions:
After installing, go to your add-ons page for your browser.
Select "options" for Firefox through the three dots; the others should be similar, at least.
Scroll down to just above the "Pop-up Player" section. It's called "Appearance", and has 3 check-boxes: "automatically apply the video filters", "automatically hide info cards and end screens", and "do not change the colour of the vertical black bars when the YouTube-DeepDark theme is applied or when the cinema mode is enabled".
Select the 2nd option ("automatically apply the video filters", if not the 2nd option).
Badabing, badaboom! End cards are gone! It also has a ton of other helpful futures, so tinker around with them if you so desire. Enjoy!
Try this: install Enhancer for YouTube (accept no imitations) and set it up to disable 60fps video. Also, if don't have an HDR monitor, or you don't care for ultra high resolution, force the use of AVC1 (a.k.a h.264) full HD video.
To make it clear, you can use this. It doesn't remove ads by default, but has some cool features useful for general video playback, and you can click a button to immediately remove the ad that is playing, which would be handy in this specific case.

Unlimited speed up for youtube videos. Some slow-talking I can still listen to at 3x speed or more. Saves so much time and you can run it to about as fast as you can read.
Enhancer for YouTube™ has an Ads removal option. You could also try swapping out Adblock plus for ublock origin.

Which browser do you use? If it's Chrome, you're simply not going to get good performance on those specs and need to switch to a different browser. If it's Firefox, you'll need this. It also couldn't hurt to try Enhancer for Youtube, I'm pretty sure it just adds features but see if you notice any improvement in performance. Whether it's Firefox, Edge/IE, or even Opera (though that isn't much lighter than Chrome), you'll need an ad blocker to minimize the resources used by each tab. uBlock Origin is just about the lightest well-supported ad blocker you can use without compromising effectiveness.
I made the script to remove this block on page scrolling. To make it run on every visit of the main page, I put the code into the 'Custom script' field of the 'Enhancer for YouTube' plugin and enabled the "Automatically execute the script... " option. You may need to adjust the next string to match the exact title of a mixes section, depending on your regional settings:

I use Enhancer for YouTube to remove end cards. It works immediately, no settings to tweak and I just noticed it lets you play youtube videos at any speed. At least I think it's any speed. I got bored after scrolling up to 25x lol
