Exposure X6 does LUTS and tons of other stuff. My goto photo organizer and RAW editor these days. And while it might not be free, it’s fairly cheap and doesn’t come with a subscription.
I have very little experience with raster editors, so I cannot give an informed opinion on them.
I am aware, though, that there is a whole ecosystem of plug-ins for Photoshop, and some of them are not just for working with photographs.
As one example, look at some of the stuff from the Eye Candy plug-in:
I think Alien Skin has been out of business for over a decade. Somewhere along the line Exposure must have bought Alien Skin and/or Eye Candy. I haven't used the contemporary version of it, so have no idea if it's any good.
It's $90 and with so many free effects and new things in Photoshop - I'm not sure it's worth it. But check it out yourself.

I've used Blow Up 3 to do similar work. It's better than Photoshop's native upscaling, but how much better will depend on the quality of the original.

I've tried the demo and was impressed at how speedy it felt. Not ready to ditch LR yet myself, but exploring options now and then.
As far I know it doesn't have that feature but that's because Exposure is catalogue-free so it works completely differently from lightroom in that way. There is no "import photos" step instead it creates a small folder of metadata files in the same folder as your raw images. This is one of the reasons a switched from Lightroom to Exposure X5, it's just so much quicker and easier for me when organising/transferring my photos. It doesn't lag as much as Lightroom on my laptop either.
