Title's a bit clickbait-y for my taste. I haven't looked into the issue too much (posting this just before I have to get ready for work) but from what I can tell Capcom <em>did</em> license Final Burn Alpha for the Home Arcade. However, FBA's license prohibits this sort of use.
Thing is, I can't imagine Capcom not running this by their lawyers first. The license seems pretty iron-clad ("You may not sell, lease, rent or otherwise seek to gain monetary profit from FB Alpha;") but if Capcom's willing to use it I can assume their lawyers either looked over the license and gave the OK, or just weren't consulted at all.
Latest PFBA is based on FB Alpha 0.2.97.42. So you can just use FB Alpha 0.2.97.42 (https://www.fbalpha.com/downloads/) to scan your rom files. But not all systems supported by FB Alpha are ported over to PFBA. So even if your roms work with FB Alpha, it may still not work with PFBA.
I'll prolly have to go the emulator route, o'well.

I use either Final Burn Alpha or WinKawaks, final burn alpha has support for neo geo memory cards, plus lets you emulate a multi-slot MVS machine. I'd suggest using the Uni-Bios over the one that comes with the games, as it has more features like built in cheats.
Yes, I have a usb keyboard attached. I tried hitting tab / f2 / bunch of other keys. It resulted in a lot of coin inserts lol, but not much else. This game seems only to work under emulator "lr-fbaplha) which is selected as default. (Isn't fb "not" MAME, and rather is something different? (I found info on dip switch dialogue but cant find how to get to it lol: https://www.fbalpha.com/manual/ )

What I usually do for arcade games with the default FBA core:
If it doesnt work you can try with a MAME core, in this case don't forget to change the /bin/* in command line.
