DON'T USE ASIO4ALL!!!
That's the solution to ASIO4ALL causing problems! You should only ever use ASIO4ALL as an absolute last resort... It's a giant pile of duct tape and WILL CAUSE YOU PROBLEMS!
If for some unknown reason, you are refusing to use the driver that came with your audio interface, then use FlexASIO which is a much more full featured ASIO driver, is currently being developed, and doesn't have nearly the issues of ASIO4All.

Alternatively, FLStudio and Reaper both install their own ASIO drivers, so if you absolutely need an ASIO driver, refuse to use the driver that came with your audio interface, can't or won't use FlexASIO, there are still other options than ASIO4All.
TL;DR: Don't use ASIO4All!!!
I've experienced this problem as well using ASIO4ALL.
A bit random, but I also have FL Studio on my pc and when I used their FL Studio ASIO in Ableton, everything worked. But you must have FL Studio.
Otherwise, have a look at FlexASIO

One of the comments suggests trying out FlexASIO instead. Never tried it myself, so can't speak for it's effectiveness, but... could be worth a shot.
(Also, general consesnsus seems to be that ASIO4All is not ideal.)
FYI this isn’t an windows issue, it’s an issue with the specific ASIO driver you were using not supporting multi client. Plug any audio interface into your system and chances are the ASIO driver supplied by its manufacture will work just fine with multiple apps open and much better latencies.
Another universal ASIO driver worth checking out is flexASIO, I haven’t had the chance to test it much personally but I’ve heard good things and you might get better latency than the FL studio ASIO. In general though I’d always recommend using an audio interface of some kind in Windows with its own ASIO driver.

It's a bit of a mess to configure because the UI (which is a separate program) is a bit rough, and it's based on a configuration file. But it works, for me. I can use Ableton and be able to hear other audio sources.
This depends on the soundcard driver. Normal windows sound output is MME/DirectSound/WDM.
ASIO will exclusively use the card. Unless you card supports both at the same time it won't work.
You could try something like https://github.com/dechamps/FlexASIO or VoiceMeter.
Try using a different Audio Driver like FlexASIO or FL Studio ASIO. They support multiple Applications at the same time. Flex Asio is a bit tricky to install and configure but has lower latency. To get FL Studio ASIO, you have to download the DAW i think.
Preferenc Audio >> Sample Rate
Check your audio device settings match.
What I mean is, if you right click on the speaker and go to "sounds" then click on the "Playback" and "recording" tabs.
Then you'll have to go through all your devices, right click -> properties -> advanced -> default format. That should match the sample rate set in your sound card (41000hz or 48000hz are the most common).
IIRC, Behringer doesn't provide audio drivers and forces you to use ASIO... ASIO is hot garbage (well... they've started working on it again, it WAS an abandoned project... so I'm not sure what the current state is, ok it WAS hot garbage...) so it might be worth uninstalling and trying FlexASIO: https://github.com/dechamps/FlexASIO (you'll have to install a 2nd "GUI" program, check the readme)
Also check RAM usage.
What you're describing sounds like a sample rate mismatch... When did you buy the UM2? Because I might suggest returning it and getting something... else. I think you'd have a better experience with literally anything other than Behringer or PreSonus. (I love my MOTUs, but they're a bit more expensive... Focusrite makes a decent interface, and it's super user friendly...
i installed the focusrite usb asio driver that is downloadable from focusrite site for the scarlett 2i2 interface.
i want to try the flexASIO driver. it provides multiclients to make use of the driver where the asio driver does not. on my win7 it appears to the be case.

ASIO4All is more trouble than it's worth. You MIGHT be able to do what you want with FlexASIO https://github.com/dechamps/FlexASIO there's a GUI linked on that page that will help with configuration.
In the end, I just decided I wanted to record the audio from the TR8S via interface instead of USB. It's slightly less convenient.
I don't know if you still need help, but I fixed my issues by setting quality to 44100Hz for both input and output, in the windows sound panel.

I guess you've downloaded the source code. You need to check "releases" section for compiled applications.

It doesn't always work. With my Realtek, Live refuses to function unless it gets exclusive control. I found FlexASIO was the only thing that let me use Live with other audio applications (https://github.com/dechamps/FlexASIO)
That's the biggest issue with asio4all it does it for performance. Uninstall asio4all and use flex asio

Then go into ableton and rekordbox and make sure flex asio is selected. Then you can enable ableton link.
Are you using ASIO4ALL as a driver?
I had that problem too, wanted to play through my Amp-Sims/VSTs while listening to youtube/Spotify, after alot of head scratching i realized ASIO4ALL just cant do multiple sources.

you'll have to set your input/output of your audio interface via a .toml file, then just set your windows output to the audio interface output and you have both your guitar and your youtube/whatever through your audio interface monitoring.
