This does not sound sane to me. Why would you only overwrite files that are almost certain identical? Usually, these are the files I don't want to overwrite because ... overwriting a file with an identical copy doesn't make much sense to me.
If this is true: don't blame the tools for not offering strange requirements nobody else needs. I usually try to avoid those tools because they're bloated.
For solving your issue, I'd follow the following ideas:
Advanced file managers like FreeCommander, Total Commander, Dired, and so forth are offering comparison functionalities for directories.
Or you write a script. I'd use Python for any non-trivial stuff that is not part of my file manager.
And: please do learn how to write good subject lines. "Why does this not exist?" is as vacuous as "I have a question" or "help me". 🙄

You can try FreeCommander, it's free also for commercial use.
AFAIK, it has no such feature, but you can sort folders by size, create file container tab, copy folders and files there, so it would be like virtual folders/files, no need to rename, re-place original folders/files.
It has other useful features too, e.g. plain view - Ctrl+B to show all files in all subfolders, tabs - even locked, to set most used paths, quick filter and others.
Try a file manager, my favorite one is below, it has lot of useful options to make the file operations easy, like tabs, file containers, focus newest file/item, select all files with the same extension, quick filter...

It's not 100% what you want, but you can use large thumbnails in these programs.
Alternatively both programs have the option to switch images with mouse wheel.
Last option, XnView can create PDF from images, then you can scroll as you want.

I like Freecommander and I don't have any issues at the moment. The color scheme I am using is Dark Elegance.
I never ended up finding something that was fully dark mode.
Windows 11 aside, I suggest giving other explorer programs a try. I settled on FreeCommander XE, which has an astonishing amount of options and abilities to tweak the program exactly the way you want it. It's one of the best pieces of freeware I've ever used, so I made a donation to the creator.
Windows built in File explorer does not support more than 260 chars even with policy that you enabled. Yeah, I know - amazing.
Alternatives are using robocopy (built in CLI tool) or 3rd part file explorer (7zip's file explorer and FreeCommander should support it)

Which software require WinZip? I think just portable versions, but Windows can unpack zip archives in Explorer AFAIK.
I think it could be some adware...
BTW You can use 7-Zip or FreeCommander to unpack archives, you can enter the zip files like folders and press F5 to copy/unpack the files to other panel.

well if your using Linux GNOME I would see it isn't too hard as there is a setting in preferences of nautilus that allow you to expand folders. and if you get the zoom level right you can see the pictures. If your on windows then freecomander. Might be your fancy
Explorer is just limited, I can't imagine to live without a file manager.
Try the FreeCommander, it's an Explorer alternative, but it's ideal for your purpose, few useful features for organizing files:

You can activate quick view (Ctrl+Q), auto play videos, rename, or copy, or move the video to other panel (F2/F5/F6), after moving the video is stopped and another one starts playing. You can use MCI, WMP 6.4, 9.0, or VLC as player. Thumbnail view also for videos are supported too.

In this case I suggest FreeCommander, open quick viewer (ctrl+q), autoplay, and you can use just down arrow to switch to next file, or rename (f2, enter), and then move to other panel (f6), or drag&drop to subfolder in the other panel, or to tab, this way you could sort many files quickly.

Just select files, press F2, in Search for: field type "G12M", done, you can see the "New name" preview, really easy to use.

Just press Ctrl+B to show all files from all subfolders, then you can select all and move them to one folder.
You can use the thumbnails view mode, use size you need to show +- 10 pictures, plain view/all files from subfolders and select all, then just unselect those you want to preserve with Space or Insert and then scroll down with mouse or PageDown. It's not 100% what you want, but it's close. You can use a file manager or image viewer.

Explorer is not good for this, I never used Explorer, I always had some file manager.

It's really intuitive and easy to use, when you create the profiles (guide is above), then just select files, press F2, choose profile with arrow keys, press Enter, to rename all files and use last used settings, just check the option for last used settings in menu and then just:
Ctrl+A, F2, Enter. It can't be easier and faster.
Multi rename dialog has also the quick viewer for files, new name preview, support for ID3 tag for MP3s and EXIF data for images...
With these programs you can sort, multi-rename (also to exif date),use thumbnails view, preview/quick view, select/copy/move with hotkeys only, or using drag and drop...

I personally use FreeCommander although it might be too much if you are coming from the regular explorer. Maybe this would suite you? Have not tried it, but it seems to be quite basic without too many features

In FreeCommander you can use also Automatic views - so in some folder with pictures it will switch to thumbnails view automatically, if you configure it so. Another useful feature is File container, you can copy files from multiple folders and process them all (rename, copy...) without moving them from original folders.

I'm still not sure if you want to rename those files permanently, or just temporary, just to me able to send/upload the files - if so, you can use FreeCommander.
Select the files, or search, or use Ctrl+B to show files in subfolders, press F2 to open Multi rename, in the File name field type NewName[c] (for Counter use enough digits, 3 for 999 files), Enter, send the files with the new names, open Multi rename again (Ctrl+M), in menu > Command > click "Undo" and the file names will be changed back. Of course, be careful, if you exit the program or if you rename the other files, undo for the first operation will be lost!
It was my first file manager, I tried this new version, but it's almost the same as 18 years old free version.
Can't see any new features except few, like the color schemes, but just few and the dark schemes has some unreadable text, keyboard shortcuts are unchangeable?
I'm using FreeCommander for many years and it's much better, free and it has many useful features, also many color schemes, light and dark colors, downloadable in the forum, with the plugin support...

A dual-pane file manager like e.g. FreeCommander is best suited for that job.
Assuming no valuable bookmarks and passwords have been saved in the newly created profile, this warning makes no sense. What a needless annoyance.
For lack of alternatives, I suggest you roll with punches in this case, and stick with the newly created profile. Instead, copy over all your personal data from your old profile.
A file manager with two panes will be very helpful for this, like e.g. FreeCommander. Use the zipped version if you don't want to install it permanently.

Your passwords are stored in two different files, both of which are required:

FreeCommander, it's quite complex, but you don't have to use all features, you can remove toolbar buttons you don't need, even remove second panel, drive bar, menu and so on.

If you still need more than 2 panels with the file list, I think there are some free 4 panel file managers, but I can't remember the name, it was confusing for me, I think tabs are better.
