It appears they want to sub-divide content pages into Fact, Context, and Opinion filters (you can pick which one(s) you want to view at any given time), as well as allow users to rate pages on relativity (left-right political bias), notability, and reliability (accuracy).
For example, if there's a page or subsection with extreme bias, you will be able to create a page on the same topic that is more neutral and anyone with filters set to avoid all fringe articles will only see yours. Similarly, you can add as much slant as you want to the Opinion subcategory, but you can't stick it in the Facts category without being banned, and anybody filtering out Opinions won't see the stuff you added to the article.
The central goal appears to be avoiding edit-warring over the One True Wiki Page That Everyone Sees by allowing for a multiplicity of them. Honestly, as far as core problems with Wikipedia go, I have to agree that the problems associated with edit-warring are way bigger issue than just bias. It is the edit warring of users backed by superusers which is what is creating the bias in the first place.
Personally, I think it's still subject to the same problems, but hopefully to a lesser extent. It's all academic though because they haven't developed any of those features; it's just a wiki fork at the moment, though apparently they want to start development by November.

There already is, and the way it's trying to approach it, it's trying to completely bypass any sort of "wikipedia BUT CONSERVATIVE!" aspect by eventually having it where you can set your own filters from very liberal to very conservative and get your slant that way.
Check out Infogalactic. It's still a work in progress, but it's already a full mirror of wikipedia, and if Infogalactic doesn't have their own version of it they'll download Wikipedia's version.

That looks to be what they're going for. They've currently got ~40 admins charged with keeping things clean, including "hunt down griefers who are attempting to vandalize, proselytize, or otherwise jeopardize the operations of Infogalactic". Basically, post opinions in a facts page a few times and expect to be warned, suspended and/or banned. The four founding members are responsible for approving requests for admin privileges, which is different from wikipedia's community polling system.
There isn't anything systematic in place to stop the exact same superuser shit from wikipedia taking place, other than the judgment of the founding members in selecting said superusers.
