Do not allow PDF reader to execute Non-PDF files using external application.
Disable PDF reader from Startup programs of Windows.
Keep Macros disabled. Malicious files might persuade you to enable but you should not unless very much necessary.
Do not download or open file attachment sent by unknown email sender.
Ensure Windows OS, PDF reader program and Antivirus is up to date.
Backup regularly and keep it encrypted.

The source also mentions using virustotal. Unless your computer is somehow already compromized then the JavaScript inside the PDF cannot be executed so it is safe to download and then upload to virustotal to check it for virus.

Also a firewall is not a virus detector. They are 2 separate apps (even if they appear together).

Obviously try reluaching or resetting chrome too. Go to the 3 dots on the top right and go to settings. From there go to advanced and press reset and cleanup. If I were you I'd probably use both options, "Restore settings to their original defaults" and "Clean up computer"

You can also set up do not disturb and allow all the numbers in your contact to go through, that way you dont get notifications from unknown numbers.
I'm probably too late to help with this, but the "managed by your organization" message is just what Windows displays when you have Windows Defender fully deactivated. It's not necessarily the result of malware. If you search for the message in the internet, you'll get plenty of simple tutorials for reactivating Defender, like this one.

They tend not to play well together. It's like having two people in goal, yeah it seems like it's harder to get past but ultimately they'll just get in eachothers way.

Personally I use Windows defender (Windows 10) and scan with MBAM on occasion.
Malwarebytes free isn't an antivirus, it's an anti-malware so it doesn't conflict with any other program, it just scans all files. It's not perfect but it's an extra layer without any real disadvantages.

As some others have mentioned could also just be a bad ad that's gone fullscreen or hijacked a legit site.
