She uses PhotoscapeX for viewing images and folders as she likes the layout
I'm cheap and I refuse to pay Adobe prices. I've been using freeware called Photoscape X for many years. I really like it. For a one time fee of like $40 USD you can get the pro version which offers some extra editing tools and filters and whatnot.

I use a weird mish-mash of programs, but peoples brains work very differently, so it's worth trying several to see which 'clicks' with you. I use Picasa3 for viewing but it's unsupported now, so I hesitate to suggest it.

PhotoScape X is the best photo editor when it comes to adding and editing and changing the look of text. To be clear, when I say best I mean "easiest to use while also giving really good looking results". In other words, there probably are some programs that may somehow look better or allow one to do even more elaborate things to the text but I have found none that is as easy while still looking good to my eye. Also, it has all the simple text stuff I think anyone would need like outlining the text or adding a drop shadow, etc.
I went through a bunch of programs as I was looking for something for a friend. In the past, I have used Photoshop but it's a lot of steps and I was afraid my friend would hate it as he isn't very computer savvy so I went on a search to find something that would be easy-to-use, etc. and for me that was PhotoScape X.
Please Note:There is a version of the program in the Windows 10 Microsoft store that will cost you money but there is a free version for Windows 10 on the official PhotoScape X website. I've been using the free version without issues on Windows 10.
I should note that I've only used static images with this program. I'm not sure if it can do animated gifs. I mostly do static pics but the few times I've added caps to animated gifs I used Photoshop (the full-blown version, not the cheaper Elements version).
EDIT:
I just checked and you can work with pre-existing animated gifs (and it appears you can create some as well). However, the text options are a lot more limited than when working with standard static images.
PhotoScape X - it’s free for Mac and pc but I paid for the extras. It’s very handy, eyes are done using 2 sphere shapes with and outer glow effect and gradient fill. The rest is layered filters :) http://x.photoscape.org/
I assume you're looking for something that is simple but highly advanced with technology. If that's the case, I recommend that you look into Photoscape X. It's downloadable through respectable OS' app stores, so you can rest assured that it's safe. This is the free version, and more advanced features can be activated through an in-app purchase of $50. This will work on unlimited PCs or Macs due to the syncing of in-app purchases.

Currently, I'm doing 100% of my photo editing with Photoscape X. It's available on both Mac & Windows.
I've also downloaded Darktable, but for some reason the resolution on my screen and the default layout of the app is too large and I can't figure out how to fix it.
