The Tor Browser is probably the best privacy-friendly browser available. It's basically Firefox but with a set of privacy-protecting patches. And it uses Tor properly.

i don't know about CA contract/lease law, but it's possible that you can contract away your right to do certain things with the Internet. On one hand, if the place is cheap enough, it could be worth it.
But I'd be really cautious about living someplace where they monitor what you do with the Internet. That's seriously creepy. But if it's cheap enough ... yeah, I'd consider it, and do my private browsing over my phone tethered.
Note that there are technical solutions to this. Pretty much what people in China use. Like a VPN service. You pay $5/month or so, and all your Internet traffic is encrypted and goes first through the VPN. No one can see what you're doing.

90% of it is really ordinary stuff, boring actually. All kinds of political blogs ranging from readable and interesting to psychotic manifestos, lots of programming and netsec stuff, anarchist's cookbook kind of stuff - all worth reading or at least skimming though.
Almost all of these sites claiming to sell drugs or stolen credit cards are scams, don't just instantly believe anything you read here. Almost all of it, some of this is the real deal.
Any of the porn you'll find is legal (probably) they don't post a publicly visible link to anything like that, it's typically a club you have to join and pay for. Browsing porn here is going to be a little risky though. I don't like raunchy stuff though, and that's basically all of it.
Lots of stuff about bitcoin. You can learn about bitcoin mining and investing, join groups that pool their resources for mining. There are services that exchange bitcoin for cash money, this is questionably legal because it can be a form of money laundering. And there are plenty of places that sell goods for bitcoin - be cautious of these, most are legit but some of these are scams.
So yeah - it's like 90% social media, politics, forums, porn, and scams. I'd say the regular internet is about the same in that way!

If you want to isolate Tor Browser, consider using Whonix in Virtualbox, or running Tails if you're hopping open cafe wifi on a burner laptop. If you don't know what this means, please stick to using Tor Browser with high security settings, avoiding JavaScript.

A free option is the TOR browser, Install here which will use a different ip address every time you load the page.
Otherwise there are several free proxy services, these should also change your ip address. Search "proxy site" or something. https://www.proxysite.com/ Theoretically you could load up a few bots on different proxies.

I fully support networks like Tor, in which it's basically impossible to takedown or track a website, which means that you will get a wide range of views, and people aren't afraid to share them. Speaking of, I highly suggest that you download a copy of the Tor browser (https://www.torproject.org/projects/torbrowser.html) and check out some sites. This has kind of gone off on a tangent from hate speech / freedom of speech, but do check it out.

I agree on the HTTPSeverythwere, UblockOrigin, but I disagree with the overkill/complexity of tor. Tor has the firefox based browser bundle, that can be gpg/https verified, and is as easy as one click(run). https://www.torproject.org/projects/torbrowser.html I also change a few settings to help w/ security: ~check "I do not want to be tracked", although this is more of a statement; that is largely ignored by trackers. ~I wipe my cache/cookies/site-preferences(keeping search/browsing history), each time firefox closes. This means I get a clean experience every-time, and trackers can only track my current session; but I have to actually log into every site(regardless of if the "remember me" checkbox is checked upon login). I also don't trust Browser password management...I use lastPass w/ 2nd factor Auth. && keepassX/keepassPortable encrypted w/ veractypt as a backup.
