No, not really. There is a great book called And On That Bombshell and it discusses things like how Top Gear started, what it was like on set, and how it ended. The writer, the main script editor/writer, says that Jeremy Clarkson’s actions just left them feeling betrayed, and disappointed. They said it felt like he had betrayed their trust, and how they didnt think they should propagate violence in the workplace. So yeah, they actually weren’t OK wih it.

I speak British English and I say "roth", and that's definitely the way I've always been taught to say it. For what it's worth, that seems to be the "correct" way to pronounce it according to the dictionary (Cambridge, OED) as well.
That said, there's a sizeable proportion of the population that so seem to say "rath", so from a descriptive perspective, both are correct, really. Certainly, most people would understand if you said either word.
