AppStore link here, it says that it requires iOS 8, but there is an old version that supports iOS 5
I second moving to a desktop computer and Clip Studio if you're able to.
As far as getting a pen display goes - I have a solution for you!
I had a really old Wacom that wasn't working very well anymore and causing a lot of issues. I also needed something like an Ipad for things other than drawing... but it was either buy a new drawing tablet or buy an Ipad - not both.
But I found the best freaking program *(for Windows - theres a different program for Mac that does just as good)*, it's called Easy Canvas Pro:

I knoow the website looks a little sketch but I can tell you with like 1000% confidence it was the best purchase I ever made. It costs $5 a year for their "full version"
A lot of the negative reviews are mostly from people who are having unrelated computer problems and not realising whats actually wrong and blaming the app, OR people who did not understand how to set up the program properly.
Once you know how it works and what you're doing, you'll have yourself a fucking brilliant pen tablet with display, on your Ipad, to use on your computer for animation. Honestly drawing in photoshop on my Ipad as a pen tablet feels better than my Wacom ever did.
Just like other pen tablets, its recommended you get a protective screen and a drawing glove.
If you end up doing this and you have any trouble using the program feel free to message me. Pen displays and Clip Studio/Photoshop do play nicely together but they take some finagling with each programs settings
This program has given me just as much trouble as my Wacom or any other pen tablet I've used - that is to say, hardly any trouble at all but every now and then pen tablet type things do wig out and you have to recalibrate/troubleshoot

I don't have Photoshop so I can't tell you on how well that works, but Easy Canvas is a free app and you just have to download the program for your computer from their website.
I just bought a Fire 10 to do exactly this.
I set mine up using TwoMon SE as I wanted to do it via USB as opposed to WiFi.
Working great so far!
I use easycanvas for when my cintiq is abit too much of a hassle to unpack. Maybe you could look into that.

Nope. Short of dragging the app into the trash. Without knowing what apps you have installed it’s difficult to say.
However, based upon what Paceap’s iLok software does, I would guess it’s not the problem. The issues with it seem to prevent the associated app from running.
I’d look at DevGuru apps DevGuru apps since they are actually trying to monkey with your hardware drivers.
Then again it could be neither app. What changed on your Mac that caused your networking to become unstable? Did you install some update?

It's around $10 and allows you to use any Android/Apple tablet or phone as an extra display via USB. I currently have a Samsung tablet as a 4th display on my work desktop, I have also tried it at home with a cheap Amazon fire tablet. Works really well.
TwomonUSB works well for me, I bought the apps for Android and iOS and use it with the KPC. http://www.easynlight.com/ its not the most intuitive and could really use an English users guide but it lives up to its claims. It turns a PC, Android phone or iOS tablet into a monitor over a USB port.
